Status of <strong>Legislative</strong> <strong>Agenda</strong> Updates, 2001 - 2009ItemRationaleStatusAppropriate funding for the development of a formal structure for collaboration acrossagencies to develop enhanced alternatives to juvenile detention <strong>and</strong> enact legislation thataddresses needed improvements to the detention reform systemThose areas of the country who have participated in deliberate detention reform efforts have seensubstantial decreases in juvenile arrest rates <strong>and</strong> experienced cost savings through the shift inspending away from expensive detention centers towards community-based supervision programs<strong>and</strong> services. States that have seen success in detention reform have been successful in enactinglegislation <strong>and</strong> institutionalizing policy changes specific to detention admission criteria. Changesthat are made to the juvenile code focusing on case processing <strong>and</strong> length of detention stay aswell as revising the state risk assessment tool will undoubtedly positively affect the state ofdetention <strong>and</strong> the lives of youth.This item remains un-implemented: no such appropriation has been made to date <strong>and</strong> no suchlegislation has been enacted to date. This item was renewed in substantially similar form in the<strong>2011</strong> <strong>Legislative</strong> <strong>Agenda</strong> of the Governor‟s Crime Commission.20
