He noted how valuable a successorshipagreement is, especially with theproposed sale of Weyerhaeuser to IP.“<strong>National</strong> paper bargaining will strengthenour facility and our whole union in general,”he added. “It’s the way of the futurein bargaining.”USW Inaugurates PaperHealth and Safety StudySince 2006, 14 paper workers have died on thejob. Just this May, a contract worker died of injuriesfrom flying debris when one of the recovery boilers atInternational Paper’s (IP) mill in Redwood, Miss., exploded during a start-up.Seventeen others were injured.Working in a paper mill or a converting plant that turns paper into productslike boxes, tissue paper, towels and toilet paper can be dangerous. There arelarge amounts of chemicals that can react together and heavy machinery thatcan cause injuries.In order for our union to assess members’ training needs, respond better tohealth and safety problems in the paper industry and take a proactive role inprevention, we are conducting the Paper Research Action Project (Paper RAP).The study will be conducted in two phases. Over the next 12 months, we willstudy health and safety in the mills that will involve about 400 locals with65,000 members. Following completion of the mill study, the focus will turnfor 12 months to paper converting plants involving about 375 locals with37,000 workers.High response neededEach local will be called on to participate in the study by completing a singlesurvey. Participation will be coordinated with all sections, units or locals ateach mill and plant, as well as with USW international representatives. A goodresponse rate to the survey is necessary to develop sound data that will enableus to make strong statements about the conditions in the paper industry.The study will focus on seven areas: what major issues or problems are causinginjuries, fatalities and disease; potential for disasters and how they are prevented;types of training that are needed; how health and safety issues are handled(safety culture and climate); work organization (hours of work, workload,pace, etc.); how your health and safety committee functions; and the role ofcontractors in health and safety.The 19-member Paper RAP study team includes members from mills andconverters, USW international leaders, and staff from the USW, the TonyMazzocchi Center for Safety, Health and Environment Education, the LaborInstitute and New Perspectives Consulting Group, Inc. The USW memberswill be engaged in all phases of the research: study focus, survey development,analysis of results, development of conclusions and recommendations, reportwriting and action steps.Study goalsAfter the results of the study are obtained, they will be used to mobilizepaper industry locals around key health and safety issues.The results will be used to benchmark health and safety in the industry,to create targets or goals for the locals and the USW Health, Safety andEnvironment Department and to advocate for improvements in governmentsafety regulations and enforcement.They will also be used in bargaining to win needed improvements in key areasof health and safety and to educate the membership through health and safetytraining conducted by locals in conjunction with the Tony Mazzocchi Center.Mike Wright, director of Health, Safety and Environment for the USW,said the survey is designed to uncover the real causes of death and injury inthe workplace.“The first step toward solving any problem is to understand it, and nobodyunderstands the workplace better than those who work there,” Wright said.“Too many corporate programs are based on the concept that workers arethe problem that needs to be fixed.
