It is often difficult to disentangle the differentphases in a strategic process, and the development of the action plan is oftena tool used in parallel with other activities that enhance the implementationof the action plan.It has been suggested that anaction plan expresses what hasbeen labelled a visualization.Visualization is a descriptionof reality, a map, whichmany actors regard as a truerepresentation of reality (18).This is a valuable concept sinceit creates a distinct relationshipbetween the negotiation process leading to the visualization and the effectsthat could be expected from the implementation of the visualization. If thereis no agreement that the action plan describes reality in a realistic way, thenit should not be expected to have an impact at a later stage.© Angélique RoothThe concept of visualization also makes the actors participating in the processvisible and makes the factors that create the network of actors important.According to the actor-network theory, actors within a network have theirown interests and agendas and will try to pursue these. This means thatcollaboration requires the collaborators to think it is meaningful to collaboratebecause they will gain something, which they believe is valuable or useful.Thus, the formation of the network is crucial to make the action plan basedon collaboration a significant document.This formation of a network can, according to Callon (19), be captured byfour concepts.• Problematizing is about actors sharing a common definition of a problemand who think it is useful to collaborate to solve the problem. This isnot only a central part in forming and establishing a network but alsoimportant later in the process when new actors have been identified.14 Tackling health inequities: from concepts to practice.
• Interessement is about how actors are recruited to the network and whatmakes them decide to participate. It could be about pointing to theadvantages and wins with participating, but it could also be about usingpower or force to ensure participation.• Enrolment is the process in which participants take on different rolesand functions in the network. Organizing the network is central to thisconcept.• Mobility is about the extent to which the participants create a commonidentity and allow others to represent them and how they speak for thenetwork externally.© Malin BringThe reasoning around the concept of visualization and the four networkforming concepts converges into the conclusion that establishing a strongnetwork around a common visualization will create legitimacy for thevisualization.Section 3.
