Last yearover 6 million man hours were worked without any bigname projects that employ large spreads. The high volumeof small to medium sized spreads that are being used in theMarcellus Shale keeps us far busier than the larger spreadslike the REX or Ruby. The continual manning up and layingoff on these projects has really put the new DispatchPolicy to a test.2008 through 2010 required a staff of four clerical workersto keep up with the volume of documentation generatedby the old system. Even with a staff of four, overtime wasfrequent and the Dispatch Office typically stayed behindand didn’t get caught up until spring right before the startof the new pipeline season. This was a continual hardshipnot just keeping up with how many hours were workedand member’s placement on the wheel but also the otherdepartments of the office being dependent on our timelypostings. Since we started using the new system we havebeen able to reduce our staff by one secretary and overtimehas been reduced to being almost non-existent. Weno longer keep a backlog of work due to keeping up withthe old out of work cards and documenting all those calls.Also the system is done on the computer with a print outthat allows total transparency and documents that all jobreferrals are done exactly as they should be.I feel that the new system has done more than save themembership money in operating costs, it has also provideda more member friendly dispatch method. It is designed toallow a worker to take a job where they want it and whenthey want it. It also allows a person that is willing to goanywhere for any job to have more chances at jobs thatother members are not forced to take because they came tothe top of the wheel. There has been a great deal of positiveswith the new policy and very little negative. Most ofthe problems we are currently having are not related to thedispatch policy. The problems are man-made and typicallyarise from not following the policy or members not readingand educating themselves in the policies.Probably the number one problem is members not showingup on a job or giving adequate notice that they cannotmake it in the allotted time. Don’t take a job if you don’thave transportation or have personal issues. No one isD i s p a t c h R e p o r tforcing you to take a job, so this should not be an issue.Call in before 5 days has passed since your lay off if youwant to retain your spot according to the 300/450 hourrules. Yes! You must call in every time even if you hireout and miss the test. If you call as soon as you are laidoff you will not be called until you apply for a job. If youhaven’t worked out of this local in one year send in a newout of work card to retain your current position. We sendyou a new card to the address on file one month beforeyour year is up and when you don’t respond and are noteven keeping up with it, we have to assume that you arenot actively pursuing work. The By-Laws require a fine ifyour address is not on file and many times the only workingphone number we have is the one on the jobline thatyou last applied for. When you are called for a job thatyou applied for, be near the phone number that you haverequested to be called at. When we fill all orders we calleveryone that didn’t get the job so that they can go abouttheir daily routine. When you don’t answer and expect usto wait until you decide to return the call you have inconveniencedus and everyone that applied for that job.The Dispatch Office is open from 8:00 am until 4:30 pmMonday through Friday and most Saturday mornings fora couple of hours. We have 24 hour phone lines set upto assist you with placing yourself on the out of work list(918-663-3200) and finding your position on that list (918-610-2746).
