WRAP: Kerbside Collection of Plastic Bottles Guide – January 2012ContentsPages1 Introduction 3–52 Structure of this guide 63 Policy context 74 Market context 85 Plastic bottle collection in the UK 19–206 Scheme design 21-257 Household communications 26-338 Point of collection 34-369 Post-collection sorting and baling 3710 Material Recycling Facilities (MRFs) 38Glossary 42Appendices 43A – Plastic bottle grades 43B – Example communications 451 IntroductionThis guide has been developed to support local authorities in England and Scotlandthat are either planning to collect, or are currently collecting, plastic bottles at thekerbside. The guide focuses on maximising plastic bottle material quality and/orcapture rates from plastic bottle-only collection services. An increasing number of local authorities collect a wider range of plastic packagingthan just plastic bottles. These household plastic packaging schemes target avarying range of materials, which can lead to higher yields of plastic being collected. However, for a number of reasons discussed below, the collection of householdplastic packaging is currently a topic of some debate within the recycling industry.Whilst this document does not seek to compare the advantages and disadvantages ofbottle-only versus household plastic packaging collections, it does focus on some ofthe benefits of bottle-only collections, particularly with regard to quality control. For authorities that are planning to expand their plastic bottle collection serviceto incorporate other non-bottle plastic packaging, WRAP is due to publish anaccompanying guide, which focuses specifically on supporting authorities in thecollection of rigid household plastic packaging.IntroductionContentsIntroductionStructure ofthis guidePolicycontextMarketcontextPlasticbottlecollectionSchemedesignHouseholdPoint ofcollectionPostcollectionsortingMaterialRecyclingFacilitiesGlossaryAppendicesGuidepage 3
