<strong>GOOD</strong> <strong>NEIGHBOR</strong> <strong>AGREEMENT</strong><strong>YMCA</strong> <strong>of</strong> <strong>Central</strong> <strong>Ohio</strong><strong>YMCA</strong> <strong>of</strong> <strong>Central</strong> <strong>Ohio</strong>The <strong>YMCA</strong> <strong>of</strong> <strong>Central</strong> <strong>Ohio</strong> (<strong>YMCA</strong>) located at 40 West Long Street, Columbus<strong>Ohio</strong> 43215 on behalf <strong>of</strong> the Community Shelter Board will provide seasonalemergency overflow shelter service at 511 Industrial Mile Rd Columbus, <strong>Ohio</strong>43228 to homeless men and women. This program will provide a caring, safeand supportive environment while protecting individuals from the inclementweather. As a key member <strong>of</strong> the community, the <strong>YMCA</strong> is committed toworking cooperatively with area businesses and community stakeholders toensure that our neighborhood is a desirable and safe place to live and work.The <strong>YMCA</strong> and Community Stakeholders share a commitment to:• Create a safe, harmonious and pleasant appearing neighborhood;• Have honest and sincere communication; and• Maintain a cooperative relationship relating to mutual concerns andproblems.In order for the above goals to be accomplished, the respective parties agreeto the commitments described in the Agreement.I. Property<strong>YMCA</strong> will be responsible for keeping the site property clean and safe.<strong>YMCA</strong> will:A. Maintain facilities, grounds and parking lots that are well-lit, in goodcondition, and free from debris, safety hazards and abandonedvehicles; andB. Make any necessary repairs or corrections that are neededimmediately and respond quickly to community concerns related t<strong>of</strong>acilities.1


C. Install a 6 foot fence between the day care and emergency shelterproperty line.II. SafetySafety and security are necessary for neighborhoods to remain safe,desirable, and attractive.The <strong>YMCA</strong> will:A. Ensure compliance with the standards <strong>of</strong> certifying organizationsincluding applicable Franklin Township codes;B. Work cooperatively with the Franklin Township police department toensure neighborhood safety, and to report any criminal behavior orsuspected criminal behavior on or within a one block radius <strong>of</strong> 511Industrial Mile;C. Prohibit all firearms, weapons, alcohol, illegal drugs, or criminalbehavior on the premises <strong>of</strong> the emergency winter overflow;D. Discourage loitering around the emergency winter overflow site andwithin a one block radius; andE. Work with Franklin Township to establish an agreement for a special<strong>of</strong>f duty <strong>of</strong>ficer and cruiser to patrol the area and be present at shelterseven days a week 5:00am to 8:00am and 5:00 pm to 8:00pm.F. Provide trained staff to monitor the interior and exterior <strong>of</strong> the facilityand within a one block radius;G. Investigate and respond promptly to concerns about participants <strong>of</strong> theemergency winter overflow;H. Provide timely feedback regarding concerns to communitypartners/residents. Staff may be contacted via email atoverflow@ymcacolumbus.org for general comments and inquiries;I. Request participants sign <strong>of</strong>f on a confidentiality agreement during theintake process that would enable <strong>YMCA</strong> staff to share pertinentinformation with public safety <strong>of</strong>ficials; andJ. Provide emergency contact information for key management staff. Theemergency contact person is James Kerr and he can be reached at614-778-9797. An alternative emergency contact is Art Helldoerfer at614-774-2441.K. Contract with a shuttle service to provide transportation between theshelter door and designated bus stop for participants from 5:00am to6:00am and 7:00pm to 8:00pm during weekdays. Shuttle service willbe used 7:00am to 8:00am and 7:00pm to 8:00pm on weekends.L. Bus schedule for overflow is the following:Morning Departure*:1. Industrial Mile and Georgesville #3,6 busses. Shuttle drop <strong>of</strong>f atNationwide Blvd. and Industrial Mile.2

All participants will return via the #10 bus Wilson and West BroadStreet stop. The shuttle will pick up participants at 3785 W BroadStreet Sunoco Distribution Center lot for return to 511 IndustrialMilea. # 10 bus drops <strong>of</strong>f at 7:09pm; 7:26pm; 7:43pm; 8:00pmCommunity stakeholders and businesses will:A. Offer support and advice on matters concerning safety;B. Contact <strong>YMCA</strong> staff with concerns about persons believed to be shelterparticipants;C. Inform <strong>YMCA</strong> staff <strong>of</strong> any individuals in the neighborhood who may betargeting participants <strong>of</strong> overflow (i.e. drug dealing, prostitution)D. Continue to recognize that homeless persons are members <strong>of</strong> ourcommunity with the same rights as other citizens;E. Continue to recognize that not all homeless persons or personscommitting crimes in the area are participants <strong>of</strong> the emergencywinter overflow; andF. Provide emergency contact information for key communitystakeholders.G. Contact Maryhaven Outreach if they come across homeless individualsrequiring assistance by phone at 614-449-1530.III. Conduct and BehaviorBehavior that is respectful to others contributes to the peaceful enjoyment <strong>of</strong>life in the community. Cooperation and respect between citizens aredesirable qualities that will be actively promoted in the neighborhood. Inorder to promote good conduct and behavior, the <strong>YMCA</strong> will:A. Create and enforce rules that encourage respect for others andprescribe lawful behavior for all residents;B. Prohibit loud music and <strong>of</strong>fensive language or behavior on shelterpremises;C. Provide area security managers with a summary <strong>of</strong> <strong>YMCA</strong>’s Code <strong>of</strong>Conduct;3


D. Swiftly address violations <strong>of</strong> <strong>YMCA</strong>’s code <strong>of</strong> conduct; andE. Continue to review with all clients the Code <strong>of</strong> Conduct at intake.Area businesses and neighborhood stakeholders will:A. Inform <strong>YMCA</strong> staff <strong>of</strong> any participants (or people believed to beparticipants) who are violating the Client Code <strong>of</strong> Conduct;B. Swiftly report observed violations <strong>of</strong> the Good Neighbor Agreement to<strong>YMCA</strong> management staff; andC. Respect the confidentiality and dignity <strong>of</strong> emergency winter overflowparticipants.IV.<strong>Central</strong> Point <strong>of</strong> AccessThe <strong>Central</strong> Point <strong>of</strong> Access is conducted by Hands On <strong>Central</strong> <strong>Ohio</strong>.Shelter participants call the CPoA phone number to obtain access to ashelter bed. When the shelter system is full, participants will be directedto the emergency winter overflow site. CPoA will conduct a nationalbackground check on each individual prior to being referred to theemergency overflow program. If CPoA screens an overflow participantand is able to confirm s/he is a sexual <strong>of</strong>fender or predator, CPoA will notsend the individual to the emergency overflow site. This person will beassigned to a different location.V. Community RelationsCommunication between the <strong>YMCA</strong> and the neighboring community isimportant to develop and maintain positive relationships. The <strong>YMCA</strong> will:A. Whenever possible, recruit and train qualified employees from thesurrounding neighborhood;B. Invite neighborhood residents and area businesses to participate in<strong>YMCA</strong> programming as appropriate;C. Where programming changes may have an impact on the surroundingneighborhood, <strong>YMCA</strong> will notify and consult with parties to theagreement before implementing program changes at the emergencywinter overflow site;4
