PROHIBITED PERSONNEL PRACTICES AFFECTINGTHE TRANSPORTATION SECURITY ADMINIS-TRATION.(a) IN GENERAL.—Chapter 23 of title 5, UnitedStates Code, is amended—(1) by redesignating sections 2304 and 2305 assections 2305 and 2306, respectively; and(2) by inserting after section 2303a (as insertedby section 10) the following:‘‘§ 2304. Prohibited personnel practices affecting theTransportation Security Administration‘‘(a) IN GENERAL.—Notwithstanding any other provisionof law, any individual holding or applying for a positionwithin the Transportation Security Administrationshall be covered by—‘‘(1) the provisions of section 2302(b)(1), (8),and (9);‘‘(2) any provision of law implementing section2302(b)(1), (8), or (9) by providing any right orremedy available to an employee or applicant for employmentin the civil service; and‘‘(3) any rule or regulation prescribed underany provision of law referred to in paragraph (1) or(2).‘‘(b) RULE OF CONSTRUCTION.—Nothing in this sectionshall be construed to affect any rights, apart from
