Executive SummaryExecutive SummaryIntroductionThe state of Chhattisgarh was carved out of the state of Madhya Pradesh on 1 stNovember, 2000. Chhattisgarh is endowed with rich mineral resources mainly coal.Before the creation of the renewed thrust on industrialization, the power demand isestimated to increase at an accelerated pace and to cater to this demand, the stategovernment has adopted an aggressive policy for addition of power generation capacity inthe immediate future. Government is also trying to achieve a rate of growth of GDP of8-10% p.a. in near future. In order to support that growth rate, power supply needs togrow at a rate of over 10-11% p.a. Also by utilizing the rich coal deposits in the state, thestate intends to become a power hub and supply power to power deficit states in thewestern regions and other regions.The liberalized policy launched in 1991 to encourage private sector participationin power generation permitted private developers to establish power projects bothindependently and in the joint sector through public/private participation in the powersector.Electricity Act, 2003 has ushered paradigm shifts in the power sector.Competition will be possible not just in generation, but also in every facet of the sectorincluding transmission and distribution. Private sector investment will be facilitated bygreater transparency. The Act permits free entry into generation unless there areoverriding safety and environmental concerns. The Act also promises non-discriminatoryopen access to the transmission system. To this end, the Central Electricity RegulatoryCommission has framed the regulation for the “Open Access in inter-state Transmission’in January, 2004. This will facilitate the bulk sale of energy from generators to thecustomers and will end the problems of the single buyer model. This has introduced theidea of trading in wholesale electricity. Open access thus would encourage and enableprivate investors to enter into power generation and sell it directly to consumers. Thiswould begin with bulk consumers and gradually extend up to the householders.Considering the above power scenario in the State of Chhattisgarh & WesternRegion, the need for setting up of the 540 MW (4 x 135 MW) power plant in Chhattisgarhby M/s Vandana Vidhyut Limited (VVL) is justified.VVL has retained Anacon Laboratories, Nagpur to undertake an EnvironmentalImpact Assessment study for the proposed 540 MW Thermal Power Plant and suggest aneffective environmental management plan for minimizing the adverse environmentalimpacts of the project.1.0 Project DescriptionSite DetailsThe proposed power plant will come up at village Salora, Chhuri, Gangpur,Darrabhata & Jhora, Tahsil Katghora, District Korba, Chhattisgarh. The site admeasuring264 ha is located at 22 o 28’55.15 to 22 o 29’55.87 N latitude & 82 o 36’2.3” to82 o 37’0.6”E Longitude. The plant site has been selected based on the availability of fuel, water andfacilities for power evacuation. Figure-1 indicates the project site and other featureswithin 10km around it.1
Executive SummaryThermal Power Generation ProcessIn combustion process, energy of fuel is converted into thermal energy, which isthen converted into mechanical energy through a turbine and finally into electrical energythrough generator. The boiler walls are lined with tubes containing high qualitydemineralised water (known as boiler feed water). The combustion heat released from thefuel is absorbed by the boiler tubes and the heat converts the boiler feed water into steamat high pressure and temperature. The steam discharged through nozzles on the turbineblades rotates the turbine, which in turn is coupled to a generator. Electricity producedwill be passed through a step-up transformer and power then be evacuated via switch yardthrough a transmission system.2.0 Description of the EnvironmentThe baseline environmental quality data for various components of environment,viz. Air, Noise, Water, Land and Socio-economic were generated during December 2007to February 2008 in the study area covering 10 km around the project site. Otherenvironmental data on flora and fauna, land-use pattern, forest etc were also generatedthrough field surveys and also collected from different state Govt. Department.2.1 Air EnvironmentAmbient air quality was monitored at 12 locations. Results indicate thatconcentrations of SPM, RPM, SO2, NOx and CO are well within the prescribedstandards.SPM - 89 to 204 µg/m 3RPM - 33 to 77 µg/m 3SO2 - 5.8 to 12.4 µg/m 3NOx - 8.3 – 14.5 µg/m 3CO - < 100 µg/m 3An automatic weather monitoring station was installed at the project site to recordmicro-meteorological data. Dominant wind directions recorded are from N, NE and E.2.2 Noise EnvironmentThe noise levels in the study area are within the prescribed standards. Noise levelsranges from 40.0 dB(A) to 48.0 dB(A) during day time and 32.0 dB(A) to 44.0 dB(A) inthe night time.2.3 Water EnvironmentGroundwater occurs in the area in the form of shallow occurring, unconfinedaquifer as well as semi-confined, moderately deep aquifers. Groundwater developmenthas been estimated as 25.18% in the region. This region has been rated “safe” accordingto the Central Groundwater Board, Govt. of India and the Groundwater Survey Circle,Govt. of ChhattisgarhIt has been observed that all the physico-chemical parameters and heavy metals ofwater samples from surface and ground water are below the stipulated drinking water2
