Program Objectives. Applicants should explain how the program will accomplish its goals.Objectives are specific, quantifiable statements of the project’s desired results. They should beclearly linked to the problem identified in the preceding section and measurable. The initialobjective will be to conduct an independent needs assessment as OJJDP and the solicitationhave outlined (see Attachments A-C for details). Subsequent objectives will be programoriented.The findings of the needs assessment will drive the program work; however, theapplicant should focus program activities on the reduction of underage access and consumptionof alcohol with the justice system and enforcement of underage drinking laws at the core.Until the independent assessment is completed post award, the applicant may present what ismost likely to be the programmatic focus, based on current information. If the independentassessment does not confirm their proposed program activities, applicants may adjust oraugment their plans post assessment and with OJJDP concurrence. In general, the objectivesof the application should address a minimum of #1 and #3 and one other from the followingareas: (1) program management and strategic planning, (2) prevention that measurably reducesunderage drinking, (3) juvenile and criminal justice systems, (4) communication program, (5)alcohol use, and (6) program evaluation and data. (See Attachment A for details.)Performance Measures. Award recipients are required to report data in support of mandatedperformance measures for this solicitation (see "Performance Measures," page 5.) OJJDP doesnot require applicants to submit performance measures data with their applications. Applicantsshould describe the steps they will take to assemble the information needed to comply withOJJDP’s performance measures reporting requirements. Award recipients will be encouraged touse information from existing program records to fulfill performance measures reportingrequirements, rather than initiating new data collection activities for this purpose. To ensureconfidentiality of program records, award recipients will also be required to submit a completedPrivacy Certificate pre-award. (See www.ojjdp.ncjrs.gov/grantees/pm/faq.html for moreinformation).• Program Design/ImplementationApplicants should detail how the program will operate throughout the funding period anddescribe the strategies that they will use to achieve the goals and objectives identified in theprevious section. Applicants are encouraged to select research-based practices for theirprograms and adopt a project design that will facilitate the gathering of data on the requiredperformance measures. Assistance with identifying research-based and promising practices isavailable at www.udetc.org or by calling 877–335–1287This section should also include details regarding any leveraged resources (cash or in-kind)from local sources to support the project and discuss plans for sustainability beyond the grantperiod.Applicants should identify any other federal, state, or private foundation grants that serve thesame local area and target population.Careful review of Attachment A will assist with the following requirements for Program Designand Implementation.
