When designing the camping facilities, attention should be given to the followingissues:-Site design and layout, segregation of vehicles/live-in vehicles, information,organisation and supervision, contingency planning (in case of adverse weather,failure of water supplies etc), public health including food preparation, previous useby animals, exclusion of dogs, crime, fire safety, site services, first aid, welfare,telephones, sanitary facilities, refuse, site lighting, access, fires and noise.FloatsThe starting point is that the carriage of people on a motor vehicle or trailer in adangerous manner would constitute an offence contrary to section 40 of the RoadTraffic Act 1988. What would constitute a dangerous manner would vary according tothe nature of the event, the type of passenger, the competence of the driver and thedesign and construction of the vehicle or trailer.The organisers must decide if they wish to use a float. If they do, they should have aroad closure in place and the vehicle being used as a float may require a VehicleSpecial Order (VSO) from the Department for Transport. This is an exemptiontemporarily allowing a vehicle to be used for a purpose other than that for which itwas designed. Irrespective of any VSO, anyone carried in or on the vehicle MUST becarried in a safe manner.Community SafetyIn promotional literature/event programmes, suggesting directions and travel routeswith advice on planning journeys, travelling in groups and avoiding short-cuts, can behelpful, particularly if the event is to finish late.FinallyThe information contained within this booklet is intended to highlight the importanceof making safety your number one priority in planning your event.The considerations are by no means exhaustive and should be supplemented byother reading, including those listed in the Further Reading section at the end of thisbooklet.
