The Assistant Chief ofStaff for Intelligence--(1) Exercises general stall' supervision over<strong>and</strong> establishes policies regarding theprocurement, manufacture, issuance, use,<strong>and</strong> disposition of <strong>badges</strong> <strong>and</strong> <strong>credentials</strong><strong>and</strong> associated items.(2) Provides guidance to enable the Comm<strong>and</strong>ingGeneral, U.S. Army IntelligenceComm<strong>and</strong>, to procure, manufacture,store, issue, <strong>and</strong> dispose of <strong>badges</strong><strong>and</strong> <strong>credentials</strong>.b. Chief of Personnel Operations notifies Comm<strong>and</strong>ingGeneral, U.S. Army Intelligence Comm<strong>and</strong>,of the award or withdrawal of MOS's !)GG(>.971A, or 07B <strong>and</strong> furnishes copies of assignmentorders or instructions on such personnel.o. The individuals to whom <strong>badges</strong> <strong>and</strong> <strong>credentials</strong>are issued arc at all times responsible for theirsafeguarding unless properly relieved of this responsibilityby the custodian or alternate.4. Use. a. Badges find <strong>credentials</strong> are for the solepurpose of identifying the bearer as a duly accreditedrepresentative of U.S. Army Intelligencewho is performing official counter<strong>intelligence</strong> investigativeor related duties. Their use for otherthan official duties, or when other means of identificationwould suffice, is considered sufficient basisfor disciplinary action <strong>and</strong>/or removal from investigativeduties.b. Existing <strong>credentials</strong> as prepared on AICForms 379 <strong>and</strong> ICC Forms 85A, are no longervalid, except for use in the Republic of Vietnam.These <strong>credentials</strong> will no longer be valid in theRepublic of Vietnam after 1 July 1968. DA Form3087 (U.S. Army Intelligence Credential) is theonly valid U.S. Army Intelligence credential, exceptas noted above.5. Channels of communication. U.S. ArmyIntelligence <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> trill be producedat Hendquiuters, USAINTC, <strong>and</strong> shippedto requesters. Unless otherwise indicated herein,all correspondence as to badge <strong>and</strong> credential procurement,manufacture, accountability, storage,shipment, withdrawal, <strong>and</strong>/or destruction will beaddressed as follows:Comm<strong>and</strong>ing General, U.S. Army IntelligenceComm<strong>and</strong>ATTN: Office, Chief of Security, Badge <strong>and</strong>Credential Controller, Fort Holabird, Md.21219(L Issuance. U.S. Army Intelligence <strong>badges</strong> <strong>and</strong><strong>credentials</strong> are issued to—a. Military personnel on active duty in excess of2 weeks in U.S. Army Military Intelligence units,or in non-Army Intelligence units (under U.S.Army cognizance) on special assignments, whoare performing counter<strong>intelligence</strong> investigativeduties <strong>and</strong> who have been awarded MOS's .9666,971A, <strong>and</strong> 97B. Military personnel who have beenawarded MOS's 9668, 972A, <strong>and</strong> 97C, performing<strong>intelligence</strong> duties of an investigative nature, maybe issued <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> upon approvalby the Comm<strong>and</strong>ing Officer of the MI Group, separatebattalion or separate detachment to whichthe individual is assigned.b. Civilians employed with the Intelligence CivilianCareer Program <strong>and</strong> other civilian investigatorswho are assigned to counter<strong>intelligence</strong> or<strong>intelligence</strong> investigative duties under U.S. Armycognizance.7. Safeguard <strong>and</strong> control, a. Badges <strong>and</strong> <strong>credentials</strong><strong>and</strong> related material are not classifieditems; however, when in storage they will be providedprotection equal to that provided materialhaving a defense security classification ofCONFIDEXTIAL.6. Routine correspondence concerning <strong>badges</strong><strong>and</strong> <strong>credentials</strong> <strong>and</strong> numbers <strong>and</strong> names of individualsto whom issued is unclassified. However,classification of correspondence containing additionalinformation will be governed by the provisionsof paragraph 56. AR 381-101.c. Badges <strong>and</strong> <strong>credentials</strong> will be surrendered tothe <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian (or alternates)as the situation dictates, if the individualto whom they are issued is—(1) Hospitalized.(2) On lea vein excess of 72 hours.(3) Placed in a temporary noninvestipulivestatus.(4) Planning to cross international boundarieson other than official business.(5) Expected to be placed in a situation whereloss of badge <strong>and</strong> credential is likely.d. The badge <strong>and</strong> credential ivill Iw reissuedto the individual upon return to investigativeduties.e. Individuals issued <strong>badges</strong> <strong>and</strong> <strong>credentials</strong>will appropriately safeguard them at ,-ili rimes topreclude their loss or theft./. Badges <strong>and</strong> <strong>credentials</strong> of individuals involvedin the following personnel actions will bereturned to Headquarters, USAINTC, us indicatedin paragraph 5;(1) Transfer to a unit having no requirementfor <strong>intelligence</strong> investigative personnel.(2) Permanent assignment to noninvcstigativeduties with an Army Intelligence'unit.(3) Withdrawal of MOS's 9fi6«,


to the unit. The new custodian will list the numberof all <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> <strong>and</strong> blank DAForm 3087's in numerical sequence on DA Form031 (Classified Multiple Document Receipt <strong>and</strong>/or Tracer), in duplicate, <strong>and</strong> forward it togetherwith two copies of the orders appointing the new<strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian as provided inparagraph 5. Upon vert ificat ion of the inventory.Headquarters. USAIXTC. will annotate the duplicatecopy of the DA Form 631 <strong>and</strong> return it tothe unit, thereby relieving the outgoing custodianof accountability. The original copy of the inventorywill be retained in Headquarters, USAINTC.b. The above procedure is not required whenthere is a change of alternate badge? <strong>and</strong> <strong>credentials</strong>custodians unless the alternate custodian hasassumed responsibility for (.he <strong>badges</strong> <strong>and</strong><strong>credentials</strong>.c. Badges <strong>and</strong> <strong>credentials</strong> custodians will conductan inventory of all <strong>badges</strong> <strong>and</strong> <strong>credentials</strong><strong>and</strong> blank DA Form 3087's assigned to their uniton the first- working day in January <strong>and</strong> July ofeach year. Results of the inventory will be forwardedto Headquarters, USAINTC, no laterthan the last day of January or July. Format forsubmission of the results of the inventory will beas established in a above.d. Unit comm<strong>and</strong>ers, <strong>badges</strong> <strong>and</strong> <strong>credentials</strong>custodians, alternate <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodians,<strong>and</strong> individuals to whom <strong>badges</strong> <strong>and</strong><strong>credentials</strong> are issued will insure, at all times, that<strong>badges</strong> <strong>and</strong> <strong>credentials</strong> <strong>and</strong> blank DA Form 3087'sare accountable on a continuous receipt system.9. Initial processing. Normally, initial processingof individuals for <strong>credentials</strong> will be accomplishedat the U.S. Army Intelligence School(USAINTS). The names of individuals who areattending courses awarding MOS's 9666, 971A.<strong>and</strong> 97B will be forwarded from USAINTS toHeadquarters, USAINTC, within 4 weeks afterthe beginning of the appropriate class. USAINTSwill use the same procedure if any individual hasbeen dropped from courses awarding above listedMOS's so that appropriate <strong>credentials</strong> processingcan IKJ terminated <strong>and</strong> original lists corrected.10. Initial issue. When a requirement exists forthe initial issue of <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> to otherthan USAINTS students, requests will be approvedby the comm<strong>and</strong>ing officer of the MIGroup, separate battalion or separate detachmentAR 606-10to which the individual is assigned. Paragraph3(^(2) must be complied with prior to forwardingrequests to USAIXTC. Requests will be forwardedby the comm<strong>and</strong>er to CG, USAINTC as indicatedin paragraph 5, for shipment directly to the<strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian. Requests notfavorably considered will be returned by the comm<strong>and</strong>erof the MI Group, separate battalion, orseparate detachment to the requester.11. Reissue. To insure continuity of operations,requests for reissue of <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> willbe forwarded directly from units to Headquarters,USAINTC, as indicated in paragraph 5, by themost expeditious means available when authorizedpersonnel are assigned thereto, or arrive on station.12. Shipment. Badges <strong>and</strong> <strong>credentials</strong> <strong>and</strong> blankDA Form 3087's will be shipped by registeredU.S. mail or military courier, using DA Form1204 (Classified Document Receipt <strong>and</strong>/or Tracer)as prescribed below. Shipment will be as follows:a. Regardless of the quantity, <strong>badges</strong> <strong>and</strong> <strong>credentials</strong>,when shipped by registered mail, will bepackaged with sufficient buffer material to preventdamage from internal shifting or external causes.Each package will be double wrapped with theinner wrapping stamped TO BE OPENED BYADDRESSEE ONLY. When shipped by U.S.military courier, the <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> willbe placed in a double envelope. To insure properdelivery to USAINTC, the outer envelope will beaddressed as indicated in paragraph 5.&. When shipped from Headquarters, USA-INTC to units, all copies less one duplicate of DAForm 1204: will be inclosed in each shipment foreach badge <strong>and</strong> credential contained therein. Forcontrol purposes, a duplicate copy of the DA Form1204 will be retained by USAINTC. The unit<strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian (or alternates)will sign <strong>and</strong> return the original of DA Form1204, addressed as indicated in paragraph 5. Noother matter will be inclosed with <strong>badges</strong> <strong>and</strong><strong>credentials</strong> shipped from CG, USAINTC.c. Shipments from units to Headquarters,USAINTC (addressed as indicated in para 5) willcontain a copy of the reassignment or separationorders for each individual concerned <strong>and</strong> the originalof a properly executed DA Form 1204. Forcontrol purposes, a duplicate copy of the DA Form1204 will be retained by the <strong>badges</strong> <strong>and</strong> <strong>credentials</strong>custodian. Upon receipt of shipment, Headquar-TAGO I55A


AR 606-10tcrs, USAINTC will sign <strong>and</strong> return the DA Form1204 to the <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian,thereby relieving custodian of accountability. Inno case will <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> be shippedlater than the individual's actual departure datefrom the unitd. The <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> of personneltransferred between units in CONUS or units inthe same oversea comm<strong>and</strong> in which an operationalrequirement continues will be shipped directlyto the <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian ofthe gaining unit. At the time of shipment, a copyof the individual's transfer orders will be forwardedto Headquarters. USAINTC as indicatedin paragraph 5. A copy of the individual's transferorders will be inclosed in the badge <strong>and</strong> <strong>credentials</strong>shipment to the new unit as well as all copiesless one duplicate of properly completed DA Form1204 for each item shipped. For control purposes,a duplicate copy of the DA Form 1204 will beretained by the <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodianof the losing unit. Upon receipt, the gaining unit's<strong>badges</strong> <strong>and</strong> <strong>credentials</strong> custodian will sign <strong>and</strong> forwardthe original copy of DA Form 1204 to Headquarters,USAINTC as indicated in paragraph 5,who will return the original receipt to the losingunit, relieving the former custodian of accountability.13. Replacement of unserviceable <strong>badges</strong><strong>and</strong>/or <strong>credentials</strong>, a. When the U.S. Army IntelligenceCredential (DA Form 3087) is determinedto be unserviceable, or must be replacedbecause of an unserviceable badge, the followingaction will be taken:(1) Two color or black <strong>and</strong> white head photographs(1^4" x IVi"), together with thephotograph negative, will be forwardedto Headquarters. USAINTC, as indicatedin paragraph 5, as inclosures to the replacementrequest.(2) Upon receipt of the photographs, Headquarters,TJSAINTC, will forward ablank DA Form 3087 to the requestingunit with instructions to have the individualfor whom the badge <strong>and</strong> credenc^tial will be issued to sign in the. appropriatespace on the blank form.(3) Payroll signature will be made with aball point pen in the appropriate portionof the form.I. The leather holders for <strong>badges</strong> <strong>and</strong> <strong>credentials</strong>are expendable items. Units will maintain asufficient supply on h<strong>and</strong> <strong>and</strong> will destroy anyholders found to be unserviceable. Badge <strong>and</strong> credentialholders will not be included in <strong>badges</strong> <strong>and</strong><strong>credentials</strong> shipments.o. Headquarters, USAINTC, is the central repositoryfor <strong>badges</strong> <strong>and</strong> <strong>credentials</strong> of-authorizedpersonnel whose current duties do not require theuse thereof. Badges <strong>and</strong> <strong>credentials</strong> for personneleither separated or retired from active duty withUS. Army Intelligence <strong>and</strong> whose duties formerlyrequired <strong>badges</strong> aiid <strong>credentials</strong> will be maintainedby Headquarters, USAINTC. Badges will be returnedto stock for reissue. Credentials will be heldfor a period of 12 months, then destroyed. Destructionof DA Form 3087 will be accomplishedby Headquarters, USAINTC, by burning, withappropriate accountability maintained.14. Loss or misuse, a. The loss or misuse of<strong>badges</strong> <strong>and</strong>/or <strong>credentials</strong> will be considered as abasis for removal of <strong>intelligence</strong> MOS (9666, 97B,97lA,9668,972A.or97C).6. Upon .loss of a badge <strong>and</strong>/or credential orblank DA Form 3087 the following unit actionwill be initiated:(1) Notify Headquarters, USAINTC, of theloss by the most expeditious means availableaddressed as indicated in paragraph 5.(2) Furnish the ..Assistant Chief of Staff forIntelligence, ATTN: CounterintelligcnceDivision. Department of the Army,<strong>Washington</strong>, D.C. 20310, an informationcopy of the report required by (1) above.(3) Immediate search for recovery.(4) An investigation into the circumstancesof loss under provisions of AR 15-6.(5) As appropriate, notify local <strong>and</strong> nationalinvestigative agencies of the loss (figs. 1<strong>and</strong> 2 are sample letters).o, A copy of the results of the investigationregarding the loss or misuse will he forwardedthrough comm<strong>and</strong> channels to Headquarters,USAINTC, with an information copy to the AssistantChief of Stall' for Intelligence, ATTN":Counterinlelligencc Division, within 30 days ofTAGO 1S5A
