IntroductionOur Plan<strong>Pittwater</strong> <strong>Council</strong>’s 2009-2013 Management Plan was produced in accordance with the Local GovernmentAct 1993. The Plan identifies the key actions that will be undertaken by <strong>Council</strong> over the coming four-yearperiod to meet the community’s needs.The Management Plan establishes the overall operating framework for all <strong>Council</strong> activities and is thefoundation on which all other organisational plans, such as business unit and individual performance plans,are based.The Management Plan also provides an instrument of public accountability and the basis for measuringthe performance of the <strong>Council</strong>. Progress on <strong>Pittwater</strong>’s Management Plan is reported every quarter via<strong>Council</strong>’s Quartely Report and the Plan is reviewed and placed on public exhibition annually.<strong>Pittwater</strong> <strong>Council</strong>’s Draft Management Plan was placed on public exhibition from 21 April 2009 to 22May 2009 and public submissions received during this period were considered and changes made to thedocument where relevant.The <strong>Pittwater</strong> <strong>Council</strong> Management Plan was adopted by <strong>Council</strong> on 15 June and will come into operationon 1 July 2009.<strong>Section</strong> 1 – OverviewThis section provides an overview of <strong>Pittwater</strong>’s community and <strong>Council</strong> including the strategic directionfor <strong>Pittwater</strong>; a snapshot of <strong>Pittwater</strong>’s demographic profile; introducing your <strong>Council</strong>lors; <strong>Council</strong>’sorganisational structure, vision, mission and values; where your <strong>Council</strong> dollar goes each year; and <strong>Council</strong>’scustomer service charter.<strong>Section</strong> 2 – Statutory StatementsThis section outlines all statutory information that is required under the Local Government Act, includingstatements on the environment, stormwater management, waste and pollution, human resource activityand access & equity; a schedule of business and commercial undertakings; and a schedule of assetreplacement and sales.<strong>Section</strong> 3 – FinancialsThis section outlines <strong>Council</strong>’s financial information including <strong>Council</strong>’s revenue policy; a statement ofordinary and special rates & charges; pricing policy; proposed external borrowings statement; one andfour-year consolidated, operating, cash flow statements and balance sheets.<strong>Section</strong> 4 – Operational PlanThis section is divided into the five key directions, with each key direction outlining a four-year strategyaction plan as well as a one-year budget for <strong>Council</strong> activities and a Capital Improvements Program.<strong>Section</strong> 5 – Fees & ChargesThis section details the full range of 2009-2010 fees and charges that <strong>Council</strong> is authorised to charge.4
