House <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> <strong>Homeland</strong> <strong>Security</strong>TOPOFF 3: New Jersey’s PerspectiveOctober 3, 2007Opening Remarks:C<strong>on</strong>gressman Cuellar I am pleased to be here today to discuss the TOPOFF 3 exerciseand the acti<strong>on</strong>s taken by the State of New Jersey to improve its security and emergencypreparedness, and its ability to resp<strong>on</strong>d to bio-terrorism attacks and other emergencysituati<strong>on</strong>s.Since T-3, NJ has improved its preparedness posture through a statewide reorganizati<strong>on</strong>designed to provide a comprehensive, "all-hazards" approach to emergency management.Through the establishment of the Office of <strong>Homeland</strong> <strong>Security</strong> and Preparedness, byGovernor Corzine in March 2006, NJ has taken a new directi<strong>on</strong> in <strong>Homeland</strong> <strong>Security</strong>which has resulted in improving cooperati<strong>on</strong> with other Federal, state, and local agenciesand a change in the way the state approaches Preparedness.Governor Corzine has also pledged significant resources to emergency preparednesstraining, educati<strong>on</strong>, and exercises, as well as to studies and evaluati<strong>on</strong>s.Toward that end, the state is committed to supporting a robust exercise program.The Office of <strong>Homeland</strong> <strong>Security</strong> and Preparedness provides funding for a State ExerciseSupport Team. Staffed with individuals from the New Jersey State Police, Department ofMilitary and Veterans Affairs, Divisi<strong>on</strong> of Fire Safety, and the Department of Health andSenior Services, this unit provides exercise support for UASI and ODP requiredexercises.In additi<strong>on</strong>, the Department of Health and Senior Services supports an exercise teamwhich provides assistance to local public health agencies and healthcare facilities for withtheir CDC and HRSA funded exercises.These two teams synchr<strong>on</strong>ize their efforts through an annual exercise strategy meeting.Both teams were in place during TOPOFF 3 and their membership provided the core ofthe state’s planning group.2
I would like to spend the next few moments describing how T-3 played out in NJ, howwe participated in the planning process, what less<strong>on</strong>s we learned, and how we plan toremediate shortfalls that were uncovered during T-3.NJ T-3 Exercise Overview:On April 4-8, 2005 New Jersey joined C<strong>on</strong>necticut, Canada, and Great Britain in whatwas then, the largest counter-terrorism exercise ever c<strong>on</strong>ducted.On Saturday, April 2 nd three sports utility vehicles set out from a ficti<strong>on</strong>al clandestinebio-laboratory in central New Jersey. Driven by members of a fictitious terroristorganizati<strong>on</strong>, these vehicles had been modified to disperse a biological agent, pneum<strong>on</strong>icplague, against their target, New York City. Their attack plan was interrupted, and theyreleased the agent in New Jersey.This resulted in an outbreak of pneum<strong>on</strong>ic plague that, by Friday, April 8 th , had spread toevery corner of the state. In that time frame over 30,000 people had been infected andover 8,000 died.Throughout the course of the exercise the state’s emergency operati<strong>on</strong>s center providedcommand ,c<strong>on</strong>trol, and coordinati<strong>on</strong> of the states resp<strong>on</strong>se. During the week each of thestate’s 84 acute-care hospitals was engaged. The state received the assets of the StrategicNati<strong>on</strong>al Stockpile c<strong>on</strong>sisting of pharmaceuticals which were transported to 22 locati<strong>on</strong>sthroughout the State to facilitate public distributi<strong>on</strong> through the use of points ofdispensing or PODS.As you can imagine, the ramificati<strong>on</strong>s of this attack were horrific. Our healthcaredelivery system was overwhelmed. The emergency management structure struggled tomaintain essential services. The large number of fatalities taxed the ability of our medicalexaminers office.Besides the human toll, the state suffered huge ec<strong>on</strong>omic losses. The recovery periodc<strong>on</strong>tinued 6 m<strong>on</strong>ths after the attack and bey<strong>on</strong>d.While NJ's primary resp<strong>on</strong>sibility in the event of an emergency is to ensure the safety ofits citizens, there were decisi<strong>on</strong>s to be made that had impact at the nati<strong>on</strong>al level. The"Robert T. Stafford Disaster Relief and Emergency Assistance Act," Public Law 93-288,as amended, which was enacted to support State and local governments when thePresident has declared a disaster proved to be ineffective when requesting and obtainingPresidential disaster assistance during a biological eventAt this time, C<strong>on</strong>gressman, I would like to highlight some of the planning activities thatoccurred in preparati<strong>on</strong> for TOPOFF 3.3
