If <strong>RAVU</strong> determines that the anchor relative is unlikely to be able toprovide additional information to support the claimed relationship and no inconsistent information hasbeen found during the <strong>RAVU</strong> review, it will forward the AOR overseas for interview. The USCISinterviewing officer will be responsible for making the final determination of whether or not the claimedrelationship is genuine. In addition, all of the information <strong>RAVU</strong> reviews has been provided by theanchor relative and often verified by a USCIS officer during the anchor’s refugee interview, includinginformation from the A-file and information submitted by the anchor in the AOR. <strong>RAVU</strong> considers thesignificance of any inconsistencies found when making a determination regarding access. Resettlementagencies have also been trained by DOS PRM and USCIS to provide counseling to the anchor relativesand solicit explanations regarding any known inconsistencies.Section 1.0 Authorities and Other Requirements1.1 What specific legal authorities and/or agreements permit anddefine the collection of information by the project in question?The Immigration and Nationality Act (INA), 8 U.S.C. §§ 1157 and 1522(b), as amended,provides the legal authority to collect and use information for the Priority 3 Family ReunificationProgram.1.2 What Privacy Act System of Records Notice(s) (SORN(s)) applyto the information?The STATE-59 13 Refugee Case Records SORN covers the collection of information fromindividuals who have applied for admission to the U.S under the USRAP and individuals in the UnitedStates who claim a relationship with certain family members overseas in order to establish their access tothe USRAP.
