VIII. <strong>APhA</strong>-<strong>ASP</strong> REFERENCE COMMITTEE• Chaired by the Speaker of the <strong>APhA</strong>-<strong>ASP</strong> Houseof Delegates.• Members include the eight Regional Membersat-largeor other <strong>APhA</strong>-<strong>ASP</strong> members appointedby the <strong>APhA</strong>-<strong>ASP</strong> National ExecutiveCommittee.• This is a closed session where all the proposedchanges from the Open Hearing on Resolutionsare discussed.IX. REFERENCE COMMITTEE MAKESRECOMMENDATIONS TO THE <strong>APhA</strong>-<strong>ASP</strong>HOUSE OF DELEGATES• May recommend the adoption of theresolution.• May recommend the rejection of theresolution.• May recommend the referral of the resolutionto the <strong>APhA</strong>-<strong>ASP</strong> National ExecutiveCommittee.• May recommend the adoption of the resolutionas amended by the Committee.X. <strong>APhA</strong>-<strong>ASP</strong> HOUSE OF DELEGATES• Chaired by the Speaker of the <strong>APhA</strong>-<strong>ASP</strong> Houseof Delegates.• Voting Members are 123 chapter delegates + 4<strong>APhA</strong>-<strong>ASP</strong> National Executive Committeemembers = 127 total delegates for 2012.Please note: The increase to 123 delegatesincludes the following chapters scheduled toreceive their charter at the 2012 <strong>APhA</strong>-<strong>ASP</strong>House of Delegates: Philadelphia College ofOsteopathic Medicine, Roosevelt University,Rosalind Franklin University of Medicine andScience, Saint Joseph College, University ofSouth Florida, and Western New EnglandUniversity. New chapters will receive theircharters at the start of the first House session.• One student representative from each of thefollowing pharmacy organizations is invited toparticipate as an observer to the <strong>APhA</strong>-<strong>ASP</strong>House of Delegates: Academy of Managed CarePharmacy (AMCP), <strong>American</strong> Society ofConsultant <strong>Pharmacists</strong> (ASCP), <strong>American</strong>Society of Health-Systems <strong>Pharmacists</strong> (ASHP),National Community <strong>Pharmacists</strong> <strong>Association</strong>(NCPA), National Pharmaceutical <strong>Association</strong> -Student National Pharmaceutical <strong>Association</strong>(NPhA-SNPhA), and the InternationalPharmaceutical Students’ Federation (IPSF).• The <strong>APhA</strong>-<strong>ASP</strong> National Executive Committeemay invite a student representative from healthprofessional organizations to participate as anobserver to the <strong>APhA</strong>-<strong>ASP</strong> House of Delegates.• The <strong>APhA</strong>-<strong>ASP</strong> House of Delegates votes on therecommendations of the <strong>APhA</strong>-<strong>ASP</strong> ReferenceCommittees regarding each proposedresolution submitted by the <strong>APhA</strong>-<strong>ASP</strong>Resolutions Committee. The <strong>APhA</strong>-<strong>ASP</strong> Housedoes NOT vote directly on the proposedresolution statements.• Any new resolutions are presented as NewBusiness during the final <strong>APhA</strong>-<strong>ASP</strong> House ofDelegates Session.• <strong>APhA</strong>-<strong>ASP</strong> House of Delegates also elects the<strong>APhA</strong>-<strong>ASP</strong> National Executive Committee officesof National President-elect (2-year term), twoNational Members-at-large (1-year term) andthe Speaker of the <strong>APhA</strong>-<strong>ASP</strong> House ofDelegates (1-year term).XI. <strong>APhA</strong>-<strong>ASP</strong> POLICY STANDING COMMITTEE• <strong>APhA</strong>-<strong>ASP</strong> Policy Standing Committee solicitscomments from chapters on proposed actionsto be taken on passed resolutions from the<strong>APhA</strong>-<strong>ASP</strong> House of Delegates.• <strong>APhA</strong>-<strong>ASP</strong> Policy Standing Committee convenesto determine implementation of passedresolutions.XII. APPROVAL BY <strong>APhA</strong> BOARD OF TRUSTEES• <strong>APhA</strong> Board of Trustees reviews and approvesthe Report of the <strong>APhA</strong>-<strong>ASP</strong> House DelegatesSession and the Report of the <strong>APhA</strong>-<strong>ASP</strong> PolicyStanding Committee on recommendations toimplement the resolutions.XIII. ACTION ON RESOLUTIONS IMPLEMENTED• <strong>APhA</strong>-<strong>ASP</strong> Policy Standing Committee takesaction on resolutions and encourages chaptersto implement resolutions on local levels whereapplicable.• Yearly report on the status of passedresolutions is presented at following AnnualMeeting.Last Updated February 2012 - Page 3 of 6
