APhA Academy of Student Pharmacists Policy ProcessThe CapsuleT HE APhA- ASP POLICY PROCESS (STEPS I- XIII)I. APhA-ASP MEMBER• This is where the process begins. A memberdevelops an idea on how to change or improvethe profession of pharmacy.II. APhA-ASP CHAPTER• Member takes that idea to his/her chapter fordiscussion.• Other chapter members are informed andsupport is generated for the idea.• Chapter works together to formulate the ideainto a proposed resolution.• Chapter brings the proposed resolution to theMidyear Regional Meeting (MRM) PolicyProposal Forum.III. MIDYEAR REGIONAL MEETING (MRM) POLICYPROPOSAL FORUM• Chaired by the Regional Delegate.• Proposed resolutions are presented to the floorby a Chapter or individual members.• All members and non-members may commenton the proposed resolutions.IV. CLOSING BUSINESS SESSION AT THE MRM• Proposed resolutions from the Policy ProposalForum are voted upon by the ChapterDelegates. The proposed resolutions that passare then forwarded to the APhA-ASPResolutions Committee.• The purpose of this session is not to write orwordsmith the actual language, just agree on aconcept. The APhA-ASP Resolutions Committeewill reword and formulate the language andbackground statements for the most importantproposed resolution passed at all eight MRMs.V. APhA-ASP RESOLUTIONS COMMITTEE• Chaired by the Speaker of the APhA-ASP Houseof Delegates.• Members include the eight Regional Delegates.• This committee chooses what it believes arethe most important ideas and formulatesproposed resolution statements that will bepresented to the APhA-ASP House of Delegatesat the APhA Annual Meeting.VI. PROPOSED RESOLUTIONS SENT TO ALLAPhA-ASP CHAPTERS• Proposed resolutions and backgroundstatements should be discussed by chaptermembers.• A consensus on how your chapter feels abouteach resolution could be reached at this point,until further discussion at the Open Hearing onProposed Resolutions and the APhA-ASP Houseof Delegates Session during the APhA AnnualMeeting.VII. APhA-ASP OPEN HEARING ON RESOLUTIONSAT THE APhA ANNUAL MEETING• Chaired by the Speaker of the APhA-ASP Houseof Delegates.• Anyone, including non-APhA-ASP members,may voice their opinions on proposedresolutions.• Changes, whether they are additions, deletionsor wording changes, are proposed at this timeby anyone who feels there is a need.• The APhA-ASP Reference Committee is presentat this time taking note of any changes that aresuggested.Last Updated February 2012 - Page 2 of 6
VIII. APhA-ASP REFERENCE COMMITTEE• Chaired by the Speaker of the APhA-ASP Houseof Delegates.• Members include the eight Regional Membersat-largeor other APhA-ASP members appointedby the APhA-ASP National ExecutiveCommittee.• This is a closed session where all the proposedchanges from the Open Hearing on Resolutionsare discussed.IX. REFERENCE COMMITTEE MAKESRECOMMENDATIONS TO THE APhA-ASPHOUSE OF DELEGATES• May recommend the adoption of theresolution.• May recommend the rejection of theresolution.• May recommend the referral of the resolutionto the APhA-ASP National ExecutiveCommittee.• May recommend the adoption of the resolutionas amended by the Committee.X. APhA-ASP HOUSE OF DELEGATES• Chaired by the Speaker of the APhA-ASP Houseof Delegates.• Voting Members are 123 chapter delegates + 4APhA-ASP National Executive Committeemembers = 127 total delegates for 2012.Please note: The increase to 123 delegatesincludes the following chapters scheduled toreceive their charter at the 2012 APhA-ASPHouse of Delegates: Philadelphia College ofOsteopathic Medicine, Roosevelt University,Rosalind Franklin University of Medicine andScience, Saint Joseph College, University ofSouth Florida, and Western New EnglandUniversity. New chapters will receive theircharters at the start of the first House session.• One student representative from each of thefollowing pharmacy organizations is invited toparticipate as an observer to the APhA-ASPHouse of Delegates: Academy of Managed CarePharmacy (AMCP), American Society ofConsultant Pharmacists (ASCP), AmericanSociety of Health-Systems Pharmacists (ASHP),National Community Pharmacists Association(NCPA), National Pharmaceutical Association -Student National Pharmaceutical Association(NPhA-SNPhA), and the InternationalPharmaceutical Students’ Federation (IPSF).• The APhA-ASP National Executive Committeemay invite a student representative from healthprofessional organizations to participate as anobserver to the APhA-ASP House of Delegates.• The APhA-ASP House of Delegates votes on therecommendations of the APhA-ASP ReferenceCommittees regarding each proposedresolution submitted by the APhA-ASPResolutions Committee. The APhA-ASP Housedoes NOT vote directly on the proposedresolution statements.• Any new resolutions are presented as NewBusiness during the final APhA-ASP House ofDelegates Session.• APhA-ASP House of Delegates also elects theAPhA-ASP National Executive Committee officesof National President-elect (2-year term), twoNational Members-at-large (1-year term) andthe Speaker of the APhA-ASP House ofDelegates (1-year term).XI. APhA-ASP POLICY STANDING COMMITTEE• APhA-ASP Policy Standing Committee solicitscomments from chapters on proposed actionsto be taken on passed resolutions from theAPhA-ASP House of Delegates.• APhA-ASP Policy Standing Committee convenesto determine implementation of passedresolutions.XII. APPROVAL BY APhA BOARD OF TRUSTEES• APhA Board of Trustees reviews and approvesthe Report of the APhA-ASP House DelegatesSession and the Report of the APhA-ASP PolicyStanding Committee on recommendations toimplement the resolutions.XIII. ACTION ON RESOLUTIONS IMPLEMENTED• APhA-ASP Policy Standing Committee takesaction on resolutions and encourages chaptersto implement resolutions on local levels whereapplicable.• Yearly report on the status of passedresolutions is presented at following AnnualMeeting.Last Updated February 2012 - Page 3 of 6
