RISKS AND CONDITIONS8.1. Hypotheses at different levelsThe project achievement is related to few hypothesis, from which the most important are :• The GOES satellite telemetering system is available for the Project;• The executive agency is able to make the necessary changes to the Project in the caseof unpredictable events that can affect the outcome of the Project;• The executive agency establish good working relations with the NHS and otherpartner institutions;• The identified NHS teams are available for the planned project activities as needed,• The Authorities of the partner countries support their NHS in carrying out the projectactivities;• The NHS staff who benefit from training programmes provided in the framework ofthe project, keep the same position in the Service for the duration of the project.8.2. Risks and risk-avoidance stategies• Risk 1: insufficient co-operation between the NHS and the Regional Centre in projectimplementation;Strategy:IRD has a long history of co-operation with NHS all around the world.IRD has set up a large number of hydrological observatories and isinvolved in the implementation of several different <strong>HYCOS</strong> projects;• Risk 2: NHS and RC staff could spend too much time on other activities than theCarib-<strong>HYCOS</strong> project, and consequently not be sufficiently available for the project.Strategy:NHS managers are fully involved in the definition of the project, andshould be able to estimate the work time of their staff. The RC will beprovided with permanent technical co-operation staff, with NHS stafffor specific needs and with consultants if required.• Risk 3: The NHS will not have enough money to set up DCPs that respect <strong>HYCOS</strong>standards in a short time.Strategy:During the inception phase an assessment of existing networks andactivities is planned. The project will provide the NHS with therequired technical aid to ensure the field installations are up tostandard.
