In order to provide a continuum <strong>of</strong> care, youth must first be identified—some agencies usemotivational interviewing, multi-disciplinary teams, systematic screening and assessment, crosssystemsprotocols, and centralized databases. 256 Outreach, education and training also facilitate<strong>the</strong> identification <strong>of</strong> victims. 257 Once identified, intensive case management can help focus <strong>the</strong>victim, coordinate <strong>the</strong> different agencies serving <strong>the</strong> victim, and monitor progress. 258 Victims<strong>of</strong> commercial sexual exploitation require comprehensive services to maintain stability andeventually reintegrate back into <strong>the</strong> community, including housing, legal and medical assistance,mental health and substance abuse treatment, and social services. 259Stable housing and specialized placement options for CSEC is critical to providing aneffective continuum <strong>of</strong> care, however, few exist. Many existing placement options do not takeinto account <strong>the</strong> different stages <strong>of</strong> exploitation youth experience, which may impact a youth’splacement stability. 260 Several options to increase stability and ensure a continuum <strong>of</strong> care includeextending <strong>the</strong> amount <strong>of</strong> time youth can stay in emergency and transitional housing programs andimplementing “No reject, no eject” policies to ensure that when youth runaway or relapse <strong>the</strong>yhave a safe place to which to return. 261 Understanding <strong>the</strong> stages <strong>of</strong> change youth experience as<strong>the</strong>y attempt to exit street life, <strong>the</strong> harms associated with exploitation, and <strong>the</strong> promising practicesavailable provides an opportunity to create a comprehensive strategy to address <strong>the</strong> needs <strong>of</strong>commercially sexually exploited children’s needs in <strong>California</strong>.<strong>California</strong> Child Welfare Council | 39
