These changeshave been made in orderto improve the programand to promote applicationfor full licensure as aFuneral Service Provider(FSP). These new regulationsbecame effectiveMarch 21, 2007.The following is a briefoverview <strong>of</strong> the changesin the Funeral ServiceInternship Program.There were also somenoted changes in theFuneral Service InternshipProgram Supervisorsroles and qualifications.The Regulations forFuneral Service InternshipProgram requirethat the internship consist<strong>of</strong> at least 3,000hours <strong>of</strong> training to becompleted in no lessthan 12 months and nomore than 48 months.The regulations also requirea FSI to receivetraining in all areas <strong>of</strong>funeral service. All internsmust take and passthe National Examinationwithin five years <strong>of</strong> beginningtheir internship.The regulations specifythe qualifications <strong>of</strong> afuneral training site. Thetraining site must be at acurrently licensed funeralservice establishment orany branch and be approvedby the board priorto permitting funeraltraining being given orconducted in the establishment.The regulations are alsospecific on the supervisionrequirements.The training must beconducted under the directsupervision <strong>of</strong> alicensee or licenseeswho hold a full and unrestricted<strong>Virginia</strong> funerallicense, have at least twoconsecutive years inpractice and are employedfull time in or undercontract with the establishmentwhere trainingoccurs. The supervisormust apply and beapproved by the boardprior to becoming a FuneralService Intern Supervisorand conductingthe training. Credit willonly be allowed for trainingunder direct supervision.The FSI registration willexpire on March 31 <strong>of</strong>each calendar year andmay be renewed by submission<strong>of</strong> the renewalnotice and prescribedfee. Dr. Bushbecame the new ChiefMedical Examiner onJanuary 1, <strong>2008</strong>, replacingMarcella Fierro, MD,who retired after holdingthe position since 1994.Leah Bush served as theAssistant Chief MedicalExaminer in the Tidewaterdistrict <strong>of</strong> <strong>Virginia</strong>for 18 years.Dr. Bush is certified bythe National Board <strong>of</strong>Medical Examiners, andBoard Certified in ForensicPathology and ClinicalPathology. She receivedher B.S. in biologyfrom <strong>Virginia</strong> Tech, herM.S. in biology from <strong>Virginia</strong>CommonwealthUniversity and her M.D.from the Medical College<strong>of</strong> <strong>Virginia</strong> (MCV).She completed a pathologyresidency at MCVand a forensic pathologyfellowship at the MedicalExaminer’s Office in Richmond,<strong>Virginia</strong>. Bush hastaught forensic pathology atEastern <strong>Virginia</strong> MedicalSchool and <strong>Virginia</strong> CommonwealthUniversity.Dr. Bush also has servedas a consultant for the CBSTV Drama, CSI: CrimeScene Investigation.

I havehad the opportunity to meet withthe Board in March, June and Septemberand I am impressed withthe pr<strong>of</strong>essionalism, dedicationand commitment <strong>of</strong> your board.They are active with a strong desireto ensure that the laws andregulations are adhered to for theprotection <strong>of</strong> the public. They arealso very concerned with the numerouspre-need fraud cases andhave taken a strong position andaction against those violators.<strong>Department</strong> <strong>of</strong> <strong>Health</strong> Pr<strong>of</strong>essionsand the Board <strong>of</strong> Funeral Directorsand Embalmers have incurred anumber <strong>of</strong> changes recently. Lastyear we relocated our <strong>of</strong>fice, wehave had a number <strong>of</strong> staffingchanges as well as Board realignmentswithin the department. One<strong>of</strong> the most significant changeswas resignation <strong>of</strong> Beth Youngwho served as your Executive Directorfor a number <strong>of</strong> years, Bethresigned at the end <strong>of</strong> 2007, dueto health reasons. We wish Bethwell and thank her for her contributionsto the Funeral Board.Also, it is important to mention thatyour board now shares leadershipand staff with three other regulatoryboards; Long-Term Care Administrators,Physical Therapy andAudiology and Speech LanguagePathology.I would like to point out a changeto the law which occurred duringthe <strong>2008</strong> General Assembly. HouseBill 1521 was proposed by the <strong>Virginia</strong>Funeral Directors Associationand was passed. This changeamends the continuing educationrequirements for the funeral pr<strong>of</strong>ession.Specifically, the law requiresthe Board to approve criteriafor continuing educationcourses requiring, instead <strong>of</strong> 5hours per year, 10 hours over twoyears and at least one hour peryear must cover compliance withlaws and regulations governingthe pr<strong>of</strong>ession and at least onehour per year covering pre-needfuneral arrangements. Additionally,the law required the board todevelop regulations to implementthis change.The Board spent considerable timediscussing how to implement thechange with the least amount <strong>of</strong>confusion to the pr<strong>of</strong>ession. Theprimary concern <strong>of</strong> the Board wasfuneral service licenses are renewedon an annual basis; havinga new two year requirement forcontinuing education could beconfusing to licensees who currentlymust attest on an annualrenewal basis to compliance withcontinuing education requirements.Additionally, the new lawrequires one hour in pre-need funeralarrangements and one hourcovering compliance with lawsand regulations on an annual requirement,which may further confuseour licensees.The Board decided to have thelicensees attest to their continuingeducation compliance on their renewalin the even years. They developedthe regulations as requiredby the new law and theybecame effective on August 6,<strong>2008</strong>. The Board is hopeful thatthe new regulations will help clarifythe requirements. For yourconvenience, I have included thenew regulations regarding CErequirements.18VAC65-20-151. Continued competencyrequirements for renewal<strong>of</strong> an active license.A. Funeral service licensees, funeraldirectors or funeral embalmersshall be required to have completeda minimum <strong>of</strong> 10 hours <strong>of</strong>continuing education <strong>of</strong>fered by aboard-approved sponsor for licensurerenewal in even years incourses that emphasize the ethics,standards <strong>of</strong> practice, preneed contractsand funding, or laws andregulations governing the pr<strong>of</strong>ession<strong>of</strong> funeral service in <strong>Virginia</strong>.One hour per year shall cover compliancewith laws and regulationsgoverning the pr<strong>of</strong>ession, and atleast one hour per year shall coverpreneed funeral arrangements.Lastly, I wanted to remind you <strong>of</strong>the usefulness that a visit to ourwebsite can be to you.
