(c) determine and establish the administrative structure best suited to theefficient administration and delivery of such correctional services;(d) employ a director and such other officers, employees, and agents asdeemed necessary to carry out the provisions of this act;(e) make grants in accordance with the comprehensive plan of fundsprovided by grant payments under K.S.A. 75-52, 105 andamendments thereto and K.S.A. 75-7050 and amendment thereto tocorporations organized <strong>not</strong> for profit, for development, operationand improvement of such correctional services; and(f) use unexpended funds, accept gifts, grants and subsidies from anylawful source, and apply for, accept and expend federal funds.4. To acquire, hold and dispose of any real and/or personal property used in theimplementation of the corrections services under these plans as prescribed bylaw.5. This agreement shall begin and continue so long as there is state fundingavailable and granted for community and juvenile correctional services, asdeemed sufficient by the Board’s plan. To be totally funded by the State ofKansas.6. Upon written <strong>not</strong>ice to the other and the Board, any county may withdrawfrom this agreement, effective at the conclusion of any state fiscal year, as longas any withdrawing county satisfies its legal responsibilities pursuant to K.S.A. 75-5290 et seq. and K.S.A. 75-7001 et seq.WHEREFORE BE IT RESOLVED AND AGREED THAT: The Board of <strong>County</strong> Commissioners of <strong>Allen</strong> <strong>County</strong>shall participate in the Community and Juvenile Corrections Acts by participating in a four countyplan, known as the Thirty-First Judicial District Community Corrections and Juvenile JusticeAdministration, comprised of the Thirty-First Judicial District, and utilize the Thirty-First Judicial DistrictCommunity and Juvenile Corrections Plans to implement the community corrections and juvenilejustice administration programs, as mandated by K.S.A. 75-5290, et seq. and K.S.A. 75-7001 et seq.This Board further resolves and agrees to act as the fiscal county to receive and administer all grantmonies for community and juvenile corrections purposes on a five (5) year alternating schedule withthe other counties as follows: Wilson <strong>County</strong> will serve a five (5) year term as the fiscal countybeginning January 1, 2012, followed by Woodson <strong>County</strong> serving a five (5) year term beginningJanuary 1, 2017, then Neosho <strong>County</strong> serving a five (5) year term beginning January 1, 2022, then<strong>Allen</strong> <strong>County</strong> serving a five (5) year term beginning January 1, 2027 and so forth.WITNESS HERETO THE PARTIES HAVE SET THEIR HANDS THIS 29th DAY OF November 2011.Commissioner Works moved to approve Resolution 201118.seconded, motion passed 3-0-0.Commissioner McIntoshPhil and Commissioners discussed the possible future of JJA. Discussion followed.Alan Weber, <strong>Allen</strong> <strong>County</strong> Counselor, requested signature on Bond PurchaseAgreement for $10,000,000 Public Building Commission of <strong>Allen</strong> <strong>County</strong>, Kansas RevenueBonds (<strong>Allen</strong> <strong>County</strong> Hospital Project) Series 2011 dated November 29, 2011.Commissioner Works moved to approve Chairman Francis to sign the Bond PurchaseAgreement. Commissioner McIntosh seconded, motion passed 3-0-0.Phillip Drescher, and Stephen Euston, Benefit Consultants for Bukaty CompaniesEmployee Benefit Services, presented information, history, services provided, contactpersonal information, needs assessments and implementation on the BukatyCompanies. Phil presented a list of current clients. He discussed Wellness Programs; it isusually a 3-year program. They start with incentive programs, then charging premiumsfor those who do <strong>not</strong> follow the program. He explained how that would work. Hestated it is against the law to give an incentive to those that <strong>are</strong> 65 years of age, but
