special featureIBPS : Transformation of ServicesDr. Jaya Phadnis *AbstractIBPS has undergone the transformation in the past27 years by adopting latest State of the Art Technologyfrom time to time such as from manual scoring ofanswer sheet to mechanical scoring with the helpof Optical Mark Reader, from receiving & processingmanual (offline) applications to online applications,introducing online examinations enabling instantprocessing of results, using Assessment Centre Processfor senior positions rather than using only the traditionalwritten examinations, from testing a few lac candidatesto testing more than a crore candidates in a year andalso providing end to end solution rather than onlythe post examination activity of result processing inthe yester years. Today, IBPS can duly boast of itselfas the world's largest scientific service providingrecruitment Organization.BackgroundIBPS since its inception in 1984 and prior tothat as erstwhile PSS unit of NIBM for about 15 yearshas been involved in recruitment / selection / promotionexercises of Public Sector Banks, Private Banks andCentral Financial Institutions. Gradually the servicesof IBPS were extended, on request, to variousDepartments of Central Government, MaharashtraState Government & Corporations and PrivateOrganizations for their recruitment and selectionprocesses. IBPS also provides services to AcademicInstitutes for admissions. The systems were evolvedon the basis of extensive and continuous researchstudies undertaken by IBPS faculty and were updatedand upgraded from time to time in tune with themodernization scenario taken place globally. IBPS hasnot only upgraded its technology and evolved thesystems of international level comparable with thoseadopted by Educational Testing Services (ETS)Princeton, USA, but also educated the technologyscaredIndian candidate population to effectively copeup with the techno-invasion.Thus, it has also duly observed its social obligation.It has its own technology and state of the art machineryto handle the voluminous jobs through out the year.All the activities are In-House under one roof includingwell equipped modern printing press & composingunits to handle the volume. It manages the stupendousjob of packing and dispatch of confidential test materialto various locations across the country with the helpof Airfreight and Courier agencies. It also managesthe scanning and scoring of answer sheets by latestmodel of Optical Mark Reader - INSIGHT-150 withcapacity of scanning 15000 answer sheets per hourfollowed by result processing as per the client'srequirements. It has also developed a program todetect cases of “Use of unfair means and copying”based on “Theory of Probability”.In order to guard against the threat of pilferage of testsbefore examination, IBPS has been adopting stringentsecurity measures such as CCTV cameras at all thelocations and biometric checks at sensitive locations likePhoto type setting unit and printing press. In addition,one has to go through the frisking process beforeentering the printing press. Introduction of Optical Mark Reader (OMR)Till 1985, tests were administered using answer sheetsthat required marking of answers with cross mark usingball point pen and were scored manually by using thestencil cut key placed over it. This consumed a lot ofmanpower and time to complete the scoring processsince it also called for scoring twice independently andthen cross checking, manual data entry of candidatesparticulars along with the marks and its verification.In 1985, IBPS switched over to Optical Mark Reader(OMR) which enabled faster and equally accurateprocessing of results avoiding all the hazards ofmanual evaluation. This enhanced the capacity andhelped IBPS to handle larger volumes more effectively,within lesser time-span and with minimum humanintervention. IBPS kept on replacing the OMRs withthe latest ones. Recently, it has procured a latestmodel INSIGHT-150 of OMR with features of OpticalMark Reader as well as Image scanner and capacityof scanning 15000 answer sheets per hour. Even withintroduction of mechanized processes, IBPS continueswith essential manual checks to ensure 100% accuracyof the finished output.At initial stage, the answers on OMR answer sheets wererequired to be marked only using HB pencils, now we areable to give an option to our clients of using HB pencil orball point pen with black ink.Pre Examination ActivitiesIBPS had been handling the pre examination activitieslike receiving & processing of applications, sending callletters along with information handouts for select few nonbanking organizations. In the year 2000, the BSRBswere abolished and the Banks got autonomy to managetheir own recruitment processes. After abolition ofBSRBs, Banks were supposed to handle all theactivitieson their own. Corporation Bank was the first toapproach IBPS for handling all the activities involved inrecruitment process from vetting the advertisement,receiving and processing applications, sending callletters to candidates, test development, composing,printing & dispatch of material and post examinationprocessing of answer sheets up to result processing andspecial featurealso to be a part of interview process, with one memberon panel from IBPS. Subsequently, all the public sectorbanks started approaching IBPS for End to End solutionfor recruitment at different levels.Pre-examination activities such as :Receiving manual applications at the designated postbox of IBPS.●Counting & opening envelopes taking out applications●Numbering & detaching Demand Drafts.●Data Entry of application details with the help ofoutside agency.●Processing of application data.●Generating Roll Numbers & allotting to the venues.●Designing Call Letter & Information Handout andprinting required number of copies.●Dispatching call letters along with Information Handouts.●This was the time when IBPS evolved systems to handlethe pre-examination activities for all the Public SectorBanks, though manually.Online receipt of applicationsIn 2006, IBPS started receiving Online Applications& gradually switched over to Online Applications forall Public Sector Banks. Initially fees was collectedthrough Demand Drafts & the same was received withthe application printout from candidates. Though thissystem saved on manual data entry & verification and,therefore, ensured accuracy of data, the activity ofreceiving application print outs by post, detaching& processing Demand Drafts continued. It also hadthe risk of not reaching the application print outs dueto postal delay and resulted in to rejection of quite afew applications of good number of genuine candidates.To overcome this, IBPS introduced payment of feesdirectly in the CBS branches of the designated Banksor any Public Sector Bank's branch using NEFT facilityor through payment gateway & this allowed doingaway with calling for Application print outs. With thisall the candidates who registered could appear for theexamination. This also saved a lot of time & also gavesatisfaction to candidates, Banks & IBPS.
