STRATEGIC DIRECTION 1b) Establish international standards and recommendations andpromote their implementation and importance in public health17The global distribution of food increases the possibility that contaminated food produced in onecountry could pose a risk in other parts of the world. The establishment of global food safetystandards, developed with the full involvement of all countries, will help to protect people everywherefrom the risks of foodborne disease. The adoption and en<strong>for</strong>cement of national standardsconsistent with Codex standards will help to ensure a safe food supply globally and will alsofacilitate entry into the global marketplace.Since 1995, Codex standards and related texts have become international benchmarks <strong>for</strong> foodsafety standards under the WTO’s SPS Agreement. WTO Members applying Codex standardsare considered to be in compliance with their rights and obligations under the WTO. WTOMembers applying measures stricter than Codex standards may be asked to justify them anddemonstrate that they are based on sound risk assessment. WHO plays a major role in thescientific and public health work of Codex. The Organization provides leadership in ensuringthat the standards set by Codex are scientifically sound and based on considerations of publichealth and in advocating <strong>for</strong> the wide implementation of these standards.<strong>Strategic</strong> actionsi. Strengthen the public health leadership of international standard-setting bodiessuch as the Codex Alimentarius Commission and advocate <strong>for</strong> the wide implementationof international standardsii.Continue WHO’s involvement in and support of the Codex Alimentarius Commissioniii. Ensure that the independent scientific advice from FAO/WHO expert meetings<strong>for</strong>ms the key evidence base <strong>for</strong> Codex standardsiv. Develop recommendations, guidelines and/or guidance to in<strong>for</strong>m policy decisions<strong>for</strong> emerging and emergency issuesv. Support effective participation of developing and transition economy countries inthe work of the Codex Alimentarius Commission
