Recruitment and Retention of Sports Officials • 2004RECOMMENDATIONSThe findings of this report suggest that in order to address problems in therecruitment and retention of sports officials a number of strategies ought to beimplemented. These are:• Sports should attempt to build a stronger and more positive public imagefor sports officiating.• Sports should consider the adoption of a tougher stance on abuse thatmoves beyond the usual banter of the competition through actions suchas:o More actively managing the intent of “codes of conduct” designedto control the behaviour of players, coaches and spectators withrespect to their relationships with and treatment of officials.o Zero tolerance policies with mandatory suspension guidelines fortribunals.o The application of consistent and enforceable sanctions.o The implementation of a de-accreditation policy for coaches whorepeatedly abuse officials.o Mounting test cases in civil courts where repeat offenders arecalled to account.• Sports at all levels should be encouraged to increase their recognition ofofficials through such things as:o Providing adequate resources for officials including separate andsecure rooms and storage space at all venues.o Reducing or eliminating out of pocket expenses associated withtraining, accreditation and equipment for officials.o Recognition that officials are integral to positive sport experiencesfor players, coaches and spectators at all levels of sport.o Formal recognition schemes for sports officials at all levelsincluding regular opportunities for officials to mix formally andinformally with coaches, players and administrators.• Sports at all levels should shift from stand-alone to integrated structures inrelation to sports officiating.• Clearer and more transparent career paths should be developed andcommunicated for officials who have interests and aspirations to officiate athigh levels.• NSOs and SSOs should be encouraged to develop and implement reliablesystems to monitor the recruitment and retention of sports officials at alllevels.• Performance evaluation systems and resources should be reviewed andwhere necessary revamped to ensure that officials at all levels receiveregular and appropriate feedback on their performance.Griffith University • Griffith Business School • Cuskelly & Hoye 18
