ACCC commences a review of the Domestic Transmission Capacity Service and fixed line services
The ACCC has commenced declaration inquiries for the Domestic Transmission Capacity Service (DTCS) and six
fixed line services. The DTCS is a type of transmission service, often referred to as backhaul. Transmission
services are high capacity wholesale services that carry large volumes of voice, data and video traffic. The DTCS
is often used by telecommunications companies to carry the combined traffic of separate services across long
distances.

ACCC releases revised airport quality of service monitoring guidelines
The ACCC has issued revised guidelines setting out changes to the way the ACCC monitors service quality at
Australia’s four largest airports. As an important complement to the ACCC’s price monitoring role, checking the
quality of service at Australia’s four largest airports allows the ACCC to detect any significant movement in quality
of service over time and compare the performance of the monitored airports where appropriate.

HP to pay $3 million for misleading consumers and retailers
The Federal Court ordered Hewlett-Packard Australia (HP) to pay a $3 million civil pecuniary penalty for making
false or misleading representations to customers and retailers regarding consumer guarantee rights. The ACCC
instituted proceedings against HP on 16 October 2012. Subsequently, the ACCC and HP came to an agreed
settlement on the matter.
