Issue #6 - Off-lease measurement, commingling, and allocation How Does ONRR Handle the Issue? • Onshore natural gas, the gas must be measured prior to leaving the lease, communitization agreement, or unit. • If property meter is at the wellhead, that is the royalty measurement point and no further deductions are permissible without prior approval from the BLM.
Issue #6 - Off-lease measurement, commingling and allocation Possible Improvements • Companies must seek prior approval for any off-lease measurement and/or commingling of products from the BLM. • Federal regulations and BLM orders are available online. Refer to Onshore Order #5. • If companies receive approval, the allocation methodology must also be approved by BLM and used by the companies.
