d. The event must not be commercial, controversial sectarian nor concerned with propaganda or advertising. 5. Detailed schedule of the conference, contest or activity. a. The activity must be properly planned and organized. 6. List of awards and prizes. a. No cash or merchandise prizes shall be awarded to students. Medals, ribbons and certificates may be awarded. Scholarships payable to the educational institution of the student’s choice are acceptable. Schools shall not participate in events of this type unless such events have been approved by the Kansas State High School Activities Association. Approved events are posted at www. kshsaa.org under the "Approved Events" link. All other activities, including academic events not identified as Scholars’ Bowl competitions (i.e., head to head academic team competition, quick response answers, time limits on questions, use of recognition systems by participants) and those vocational and technical activities, which are approved and governed solely by the Kansas State Department of Education are not under the jurisdiction of the KSHSAA, as they are not identified in the KSHSAA Handbook. Banners and Signs at State Events Banners and signs will be permitted at KSHSAA-sponsored tournaments, provided they are not personal, negative, unsportsmanlike or vulgar. Signs must be attached or fastened to the facility with approval of the tournament manager; or if held by one person they will be permitted in the stands as long as they meet the above criteria. Signs may not exceed 4' x 12'. Parading with flags, signs or banners will not be permitted. Helium filled balloons, glitter or confetti will not be allowed at any site. Signs may NOT cover any advertising or signage presently up at the local site. Game Contracts Still Binding with New Leagues The KSHSAA is often contacted concerning the responsibility of schools to fulfill obligations of existing contracts when they join or form new leagues. When new conferences or leagues are formed and schedules are completed, it must be with the understanding that member schools are bound to any contracts previously signed, unless dissolved by mutual agreement. In some cases, newly formed leagues have agreed to select a league winner based upon percentages of wins and losses in the event all schools cannot play a complete schedule of league contests the first year or two. What about Card D? Leagues may eliminate the exchange of Card D if they take official action to provide that all game times, jersey colors, officials’ names who will work each contest, etc., will be published in a league brochure and distributed to its members prior to the first contest in each league activity. This brochure should indicate that each school principal is responsible for seeing that no student participates while ineligible and Form ELG or ELG-M/J, “Athletic Eligibility Certificate,” is on file in the KSHSAA office prior to the first contest in that activity. For all non-league events, all schools are to exchange Card D, found online at www.kshsaa.org. Officials Contracts Important Schools are reminded of the importance of using KSHSAA contracts when selecting officials for interscholastic sports, especially in activities where registered officials are required by KSHSAA regulations. Forms are available online at www.kshsaa.org. When contracts are made with athletic officials, principals should make sure that all details of the forms are completed. Full names and addresses of officials should be included on each. This information is especially helpful when there is a change in administration the following year. Please note the guidelines listed below: l. Secure the approval of your opponents in writing, prior to issuing contracts to the officials. 2. Use the full names, addresses and telephone numbers of each official on the contract. 3. Specify the game fee and mileage allowance (if applicable), on the contract. 4. Complete the penalty clause provided on the contract. 5. Specify the contract is valid only if the contest is played on the date indicated. 6. Schools, conferences, and leagues should review the fee and mileage paid to the officials. The fee should be in line with salaries for other services. KSHSAA regulations provide that officials shall be approved by opponents and it is recommended that such approval be in writing before contracts are issued. The Association has always felt an official’s word (verbal) is his/her bond and that contracts accepted verbally are ethically to be honored, as well as those accepted in writing. Officials Registration Statistics Six fall and winter athletic activities administered by the KSHSAA require member schools to contract officials who are registered with the Association. These activities for the 2011-12 school year are football, basketball, wrestling, volleyball, girls gymnastics and soccer. The total number of officials registered for fall and winter activities in 2011-12 is 4939 which is 52 less than the 2010- 11 total of 4991. Honesty, integrity and sportsmanship are the fundamentals upon which all interscholastic programs are built. 15.
