Group 5. The “CBO” (Central Branch Office) group is available to all system users<br />
statewide. This talk group will be monitored by all CBO staff and the CBO. It is designated<br />
as the primary talk group for all State and County <strong>EM</strong> personnel in CBO counties to<br />
conduct day-to-day, and routine conversations. This group can also be designated, as<br />
necessary, for use as an additional Task Force talk group. As a Task Force talk group it<br />
would be utilized by the State EOC, CBO, and other users as necessary, to monitor and<br />
coordinate communications involving more than one major event or exercise occurring at<br />
the same time in a CBO county or other location within the state.<br />
Group 6. The “WBO” (Western Branch Office) group is available to all system users<br />
statewide. This talk group will be monitored by the all WBO staff and the WBO. It is<br />
designated as the primary talk group for all State and County <strong>EM</strong> personnel in WBO<br />
counties to conduct day to day, and routine conversations. This group can also be<br />
designated, as necessary, for use as an additional Task Force talk group. As a Task Force<br />
talk group it would be utilized by the State EOC, WBO, and other users as necessary, to<br />
monitor and coordinate communications involving more than one major event or exercise<br />
occurring at the same time in a WBO county or other location within the state.<br />
Satellite Phone. This system is used strictly as a backup means of communication for mobile<br />
units. Each SatCom unit is equipped with a phone, which is operated much like a cellular phone.<br />
Each unit is assigned a number and can be accessed by dialing that number. There is a<br />
significant charge for using this system and therefore it should only be used when no other type<br />
of communication is available.<br />
SECN Testing. Routine monthly testing is intended to verify the operational capability of the SECN, and its<br />
ability to disseminate emergency / disaster warnings and related information to and from NWS stations, the<br />
State EOC, County Warning Points, and Local Emergency Management Coordinators, or other designated<br />
system users within the state. Testing of the SECN will be conducted at a minimum of once per month with<br />
each user of the system. Branch Offices will be responsible for establishing/conducting their own testing<br />
program with their respective counties. When equipment problems are noted, they will be reported to the<br />
Communications Branch for coordination of repair. The State EOC will be responsible for conducting<br />
monthly testing with all NWS Offices, and any other user of the system on an as needed/requested basis and<br />
coordinating repair of any system not functioning properly.
