conditions such as those brought about by climate change. By doing so, they will<br />

better protect resources of the forest and address the concerns of the surrounding<br />

communities.<br />

Alternative M requires improved monitoring and sustainability standards for<br />

wildlife protection as well as the requirement for an Environmental Management<br />

System to be in place prior to the implementation of approved projects. In<br />

addition, Forest Service Timber Policy will not be affected by the preferred<br />

alternative because resource protections for timber management activities have not<br />

changed.<br />

The FEIS will now be sent to the Department of Agriculture for a decision on a<br />

final rule for forest planning. The Record of Decision and final rule will be<br />

published in the Federal Register in approximately 30 days.<br />

Spring fishing at Lake Powell<br />

Long-<strong>time</strong> biologist gives his predictions<br />

PAGE, ARIZ. — Lake Powell is one of <strong>Utah</strong>'s best fishing waters. And no one<br />

knows how to catch fish in the lake better than Wayne Gustaveson, the <strong>Utah</strong><br />

Division of Wildlife Resource's long-<strong>time</strong> biologist at the lake.<br />

Here's Gustaveson's tips and advice for fishing Lake Powell this spring:<br />

Gustaveson says striped bass populations are near the bottom of their "boom and<br />

bust" cycle. That means populations will be rebuilding, and young stripers will<br />

dominate the catch.<br />

Smallmouth bass populations lag a year or two behind the stripers. Gustaveson<br />

says the bass you catch will be a balanced population of both young and old fish.<br />

"Other fish species are less abundant than the "big two," so it's almost impossible<br />

to predict subtle changes in how many there will be and how fast you'll catch<br />

them," Gustaveson says.<br />

Runoff is the second major factor that will determine what fishing is like this<br />

spring. Spring inflow has been modest the past few seasons. But this winter's snow<br />

pack is building, and more storms are on the way.
