Appealing a Traffic Ticket<br />
A recipient of a traffic ticket has the right to appeal for it to be<br />
revoked. Submit a request in writing, including the reasons why<br />
the fine should be cancelled, to the Police Traffic Department in<br />
the location of the violation. Enclose a photocopy of the ticket<br />
with the request. Drivers who receive a ticket directly from a<br />
police officer have 30 days to appeal and 90 days to pay.<br />
Appeal a ticket generated automatically following a violation<br />
caught on camera within 60 days of the date printed on the<br />
original payment request.<br />
Traffic Courts<br />
The Traffic Courts (Batei HaMishpat LeTa’avura) have<br />
jurisdiction in cases of traffic and motor vehicle-related offenses.<br />
These include violations of automobile insurance requirements,<br />
infractions of the law pertaining to the inspection of traffic and<br />
motor vehicle-related products and services, and violations of<br />
the Traffic Hazard Prevention Law.<br />
A permanently appointed traffic judge is invested with the<br />
authority to rule in cases of death caused by negligence<br />
involving the use of a motor vehicle. Traffic and motor vehiclerelated<br />
cases make up the most significant number of court<br />
cases in Israel.<br />
Auto Theft<br />
When a car is stolen, dial 100 to contact the Police. The<br />
owner must fill out a report at the nearest Police station, and<br />
provide their te’udat zehut and all automobile registration and<br />
ownership documentation. The information is entered into the<br />
Police database and distributed nationwide.<br />
If ownership papers were stolen along with the car, obtain<br />
proof of ownership from the Licensing Bureau. In order to do<br />
so, the owner must provide the Police with their identity number<br />
(mispar zehut) and automobile license number, and inform their<br />
insurance agent of the theft. The Police will provide authorization<br />
so that the insurance company can either replace the automobile<br />
or pay monetary compensation.<br />
If a car is broken into, be careful not to touch doors, windows,<br />
mirrors, or any other place in which there could be fingerprints.<br />
Bring the car to the nearest Police station in order to file a<br />
report, including a list of anything stolen from the vehicle. It<br />
is also imperative that the owner report the incident to their<br />
insurance agent.<br />
Traffic Accidents<br />
One who witnesses, or is involved in, a traffic accident, must<br />
take the following measures:<br />
• If the accident involves injuries, do not attempt to move the<br />
victims in any way, unless not moving them would expose<br />
them to further injury. In all other cases, do not move, lift, or<br />
shift injured persons. Doing so can cause serious damage.<br />
