Executive summary<br />
There has been growing c<strong>on</strong>cern about the abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> older people in recent years.<br />
A report by the Nati<strong>on</strong>al Council <strong>on</strong> Ageing and Older People in 1998 first drew<br />
attenti<strong>on</strong> to the extent <str<strong>on</strong>g>of</str<strong>on</strong>g> this problem in Ireland and made recommendati<strong>on</strong>s <strong>on</strong><br />
how to address the issue. Since then, the government have committed to<br />
resp<strong>on</strong>ding to these recommendati<strong>on</strong>s, particularly around increasing public<br />
awareness, identifying and preventing elder abuse. Recognising incidences <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
abuse and knowing how to resp<strong>on</strong>d accordingly can have significant<br />
c<strong>on</strong>sequences <strong>on</strong> how this problem is dealt with and what interventi<strong>on</strong>s are put in<br />
place. Therefore it is important to examine how the public view elder abuse and<br />
what they perceive to c<strong>on</strong>stitute elder abuse, and to examine the impact <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
cultural values and norms <strong>on</strong> how elder abuse is defined and understood. It is<br />
these percepti<strong>on</strong>s that will determine what behaviours are deemed acceptable or<br />
unacceptable towards older people. Therefore, the primary purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> this review<br />
is to bring together and examine the existing knowledge base <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>al and<br />
internati<strong>on</strong>al research <strong>on</strong> public percepti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> elder abuse.<br />
A systematic literature search was c<strong>on</strong>ducted using three main databases:<br />
CINAHL, PubMed and the Social Science Index. The review period was January<br />
2000 to September 2009 and <strong>on</strong>ly incorporated literature published in the English<br />
language.<br />
A review <str<strong>on</strong>g>of</str<strong>on</strong>g> the literature highlighted gaps in knowledge and awareness around<br />
elder abuse and revealed some disparity relating to how elder abuse is defined<br />
and understood by the public. Findings revealed the importance <str<strong>on</strong>g>of</str<strong>on</strong>g> defining elder<br />
abuse within the cultural c<strong>on</strong>text in which it occurs. General agreement was found<br />
<strong>on</strong> how the different types <str<strong>on</strong>g>of</str<strong>on</strong>g> elder abuse are perceived, with neglect,<br />
psychological and physical abuse being the comm<strong>on</strong>ly known forms <str<strong>on</strong>g>of</str<strong>on</strong>g> abuse.<br />
Sexual and financial abuse were the least menti<strong>on</strong>ed forms <str<strong>on</strong>g>of</str<strong>on</strong>g> abuse. Mixed<br />
percepti<strong>on</strong>s regarding the extent <str<strong>on</strong>g>of</str<strong>on</strong>g> elder abuse and the settings (instituti<strong>on</strong>al or<br />
community) in which elder abuse is most likely to occur are also reported. Several<br />
factors emerged which may c<strong>on</strong>tribute to how elder abuse is perceived. In<br />
particular, people’s experiences surrounding elder abuse, the age and gender <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the perceiver, the health <str<strong>on</strong>g>of</str<strong>on</strong>g> the older pers<strong>on</strong>, the characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> the perceived<br />
victim as well as cultural beliefs and values, all c<strong>on</strong>tribute to how elder abuse is<br />
perceived. Recommendati<strong>on</strong>s have been made for practice, educati<strong>on</strong> and<br />
research.<br />
