5 Tom Packer is a historian, a fellow of the University of Warwick, a college lecturer at St Anne’s College, Oxford and a fellow of the Rothermere American Institute. He has taught at the Universities of Oxford, Warwick and the LSE and has been a fellow of the School of Advanced Studies, University of London. He specialises in recent political history. He contributed to the 2020 Tax Commission. Matthew Sinclair is a senior consultant at Europe Economics – a consultancy specialising in economic regulation, competition policy and the application of economics to public policy and business issues – and a former chief executive of the Taxpayers’ Alliance. He was the editor of the book How to Cut Public Spending (2010) and authored Let Them Eat Carbon: The Price of Failing Climate Change Policies and How Governments and Big Business Profit from Them (2011).
