In light of the problems discussed in this<br />
study, <strong>NGO</strong> Monitor makes the following<br />
recommendations:<br />
For medical and health based <strong>NGO</strong>s:<br />
9) Medical journals should focus on medicine,<br />
and should not delve into political issues that<br />
fall outside their field of expertise nor participate<br />
in politicized campaigns.<br />
10) Existing relationships with <strong>NGO</strong>s should<br />
be reexamined to ensure they adhere to professional<br />
standards.<br />

1) Ethical guidelines for medical and humanitarian<br />
work should include a prohibition on<br />
exploiting allegations to justify political positions<br />
and agendas.<br />
2) In making public statements, medical <strong>NGO</strong>s<br />
should be precise about the credibility of their<br />
evidence and should not engage in speculation.<br />
3) <strong>NGO</strong>s should not make claims regarding issues<br />
beyond their expertise, including on legal,<br />
military, or political matters.<br />
4) Known activists in the political dimensions<br />
of the Arab-Israeli conflict should not be involved<br />
in medical or humanitarian missions in<br />
this region.<br />
For <strong>NGO</strong> funders:<br />
5) The governments, foundations, and individuals<br />
that facilitate <strong>NGO</strong> campaigns must<br />
maintain ongoing oversight, at different levels,<br />
before, during, and after grant cycles.<br />
Oversight should be conducted in an independent<br />
and transparent manner.<br />
6) Accountability measures should include<br />
clear ethical guidelines that deny funding for<br />
groups that abuse medical frameworks to engage<br />
in political warfare and propaganda.<br />
7) Reviews of current funding are also necessary.<br />
Funding for grantees that make false or<br />
unverifiable claims and/or participate in anti-<br />
Israel campaigns (i.e., BDS) should immediately<br />
cease.<br />
For media and medical journals:<br />
8) All claims made by <strong>NGO</strong>s should be subject<br />
to careful scrutiny and independent verification<br />
before publication.
