4.22.4. 82****BUDGET PROGRAM. Budget Activity (BA) Structure: 02 Vehicular<br />
Equipment; 03 Electronics and Telecommunications; 04 Other Base Maintenance and<br />
Support Equipment; and 06 Spares and Repair Parts.<br />
4.22.5. 82****VEHICULAR EQUIPMENT. This budget activity provides for procuring<br />
wheeled and other ground vehicular equipment including railroad vehicles and all the items<br />
identified for provisioning in the foregoing appropriation description.<br />
4.22.5.1. Purchase Process. The AF vehicle buy program is managed by the Vehicle<br />
Equipment Management Support Office (VEMSO) and an approved authorization is<br />
required for all vehicle purchases. <strong>Air</strong> <strong>Force</strong> Materiel Command, through Warner Robins<br />
<strong>Air</strong> <strong>Force</strong> Life Cycle (WR-ALC) Management Center, centrally procures all AF<br />
registered vehicles; to include issuance of Time Compliance Technical Orders, Safety of<br />
Use instructions, and cradle-to-grave technical assistance.<br />
4.22.5.2. Exceptions to Central Procurement. The following organizations do not require<br />
local purchase approval from WR-ALC: Civil <strong>Air</strong> Patrol (CAP), Counter Narcotics and<br />
the Forestry Program.<br />
