FOREWORD<br />

This paper has been prepared <strong>for</strong> the Land Component of the jo<strong>in</strong>t <strong>UN</strong>DP/World<br />

Bank/<strong>UN</strong>CHS Urban Management Program (UMP). The UMP represents a major approach by<br />

the <strong>UN</strong> family of organizations, together with external support agencies (ESAs), to strengthen<br />

the contribution that cities and towns <strong>in</strong> develop<strong>in</strong>g countries make toward economic growth,<br />

social development, and the alleviation of poverty. The program seeks to develop and promote<br />

appropriate <strong>policies</strong> and tools <strong>for</strong> municipal f<strong>in</strong>ance and adm<strong>in</strong>istration, <strong>land</strong> management,<br />

<strong>in</strong>frastructure management, environmental management, and poverty alleviation. Through a<br />

capacity build<strong>in</strong>g component, the UMP plans to establish an effective partnership with national,<br />

regional, and global networks and ESAs <strong>in</strong> applied research, dissem<strong>in</strong>ation of <strong>in</strong><strong>for</strong>mation, and<br />

experiences of best practices and promis<strong>in</strong>g options.<br />

This report is the third <strong>in</strong> a series of management tools to be produced by the UMP <strong>land</strong><br />

management component. The series will cover a wide range of topics, <strong>in</strong>clud<strong>in</strong>g <strong>land</strong><br />

<strong>in</strong><strong>for</strong>mation management, <strong>land</strong> registration, <strong>land</strong> development <strong>policies</strong>, standards <strong>for</strong> <strong>land</strong><br />

regulation, and <strong>urban</strong> spatial plann<strong>in</strong>g. The <strong>in</strong><strong>for</strong>mation <strong>in</strong> these reports will be used to prepare<br />

detailed operational guidel<strong>in</strong>es to help policymakers and technical staff <strong>in</strong> develop<strong>in</strong>g country<br />

carry out appropriate <strong>land</strong> development <strong>policies</strong> and techniques, especially at the city and<br />

municipal levels of government.<br />
