There is no silver-bullet to<br />

building stability in Iraq<br />

but good governance is<br />

essential to addressing the<br />

root causes of instability<br />

and an active civil society<br />

is vital to good governance.<br />

Importantly, this research finds that recent citizenoriented<br />

governance investments such as civil society<br />

programs are beginning to demonstrate impact:<br />

public confidence in civil society is rising, creating an<br />

opportunity that must be seized. This report recommends<br />

firmer, long-term support for Iraqi civil society, which<br />

can broker dialogue between government and citizens,<br />

improving transparency, accountability, and legitimacy.<br />

Unfortunately, donor investments in Iraqi civil society<br />

and governance are sharply declining. In 2011, the U.S.<br />

government was spending an average of $802,000<br />

per soldier in Iraq – or $80 billion per year for a minimal<br />

10,000 troop presence. What the U.S. government now<br />

plans to invest in democracy and governance programs<br />

dramatically pales in comparison: $72.5 million. 2 This is a<br />

grave policy oversight. There is no silver bullet to building<br />

stability in Iraq, but good governance is essential to<br />

addressing the root causes of instability, and an active civil<br />

society is vital to good governance. This report provides<br />

insights and recommendations into how Iraqis and major<br />

donors can judiciously and effectively help create the<br />

way for a just and peaceful future in Iraq.<br />
