A house jammed with<br />
students, a life of promise lost<br />
Summary: In a region crammed with college students, the Globe investigated<br />
the conditions of off-campus housing and found a crisis of greed, mismanagement<br />
and neglect with sometimes tragic results.<br />
Outcome: Boston Mayor Martin J. Walsh persuaded officials from Boston College,<br />
Boston University, Northeastern, and other schools to provide the addresses<br />
of students living off campus, so inspectors could enforce zoning rules<br />
intended to limit to four the number of undergrads living in a single apartment.<br />
But that rule was deemed unenforceable, even though the city identified about<br />
600 properties likely in violation of it, and no citations were issued. The city is exploring<br />
other options to tighten the regulations on colleges.<br />
