These details of the Chinese overseas investment in real estate underscores efforts by<br />

individuals or businesses in order to secure a nice house or in order to generate high profits,<br />

respectively. At no point in their motivations or actions in the context of overseas property<br />

acquisition, did Chinese investors suggest a primary consideration for their host country’s<br />

community or socio-economic development. In fact, it is the government of these host countries<br />

who often seek public legitimisation of foreign property ownership in the country through an<br />

inflated discourse where they equate this phenomenon to employment creation <strong>and</strong> other<br />

ambitious developmental outcomes (Nino Zama of Gauteng Provincial Government quoted by<br />

SAInfo Reporter, 2015; Bignoux, 2013). To what extent the developmental discourse<br />

accompanying foreign property ownership is true, is debatable. The following sections will<br />

discuss the particular case of Chinese real estate investment in the two countries in Africa which<br />

are popular destinations for Chinese tourists <strong>and</strong> immigrants, <strong>and</strong> also rank highly in global<br />

ease of doing business rankings. Their relevance to this study is exacerbated by the recent influx<br />

of Chinese real estate development <strong>and</strong> acquisitions happening in both countries, <strong>and</strong> also<br />

because of the corresponding policy frameworks that these countries have established to<br />
