Tasks of the <strong>FAOA</strong><br />

Licens<strong>in</strong>g<br />

<strong>The</strong> <strong>FAOA</strong> serves as a licens<strong>in</strong>g body and ma<strong>in</strong>ta<strong>in</strong>s<br />

a public register of <strong>in</strong>dividuals and firms<br />

that provide f<strong>in</strong>ancial and regulatory audit<br />

services as def<strong>in</strong>ed <strong>in</strong> the Audit Oversight Act<br />

(AOA) and f<strong>in</strong>ancial market legislation. Individuals<br />

are licensed for an unlimited period and<br />

audit firms for a period of five years.<br />

Tasks performed by the <strong>FAOA</strong><br />

– It ma<strong>in</strong>ta<strong>in</strong>s an electronic licens<strong>in</strong>g register<br />

and makes the <strong>in</strong>formation publicly available<br />

free of charge.<br />

– In the case of <strong>in</strong>dividuals, it assesses, for<br />

example, the education, professional experience<br />

and good stand<strong>in</strong>g of the person concerned.<br />

– In the case of audit firms, it assesses additional<br />

organisational requirements, for<br />

example, the requirement for an adequate<br />

quality assurance system.<br />

– It grants special licences <strong>in</strong> connection with<br />

regulatory audit services provided under f<strong>in</strong>ancial<br />

market legislation.<br />

Tasks not performed by the <strong>FAOA</strong><br />

– It does not update entries <strong>in</strong> the register.<br />

Registered <strong>in</strong>dividuals and audit firms are responsible<br />

for keep<strong>in</strong>g entries up to date.<br />

– It only assesses the formal requirements for<br />

licens<strong>in</strong>g, but does not assess the substantive<br />

criteria <strong>in</strong> any depth.<br />

– As a matter of pr<strong>in</strong>ciple, it does not issue<br />

its own quality assurance guidel<strong>in</strong>es but requires<br />

compliance with recognised standards<br />

(e.g. EXPERTsuisse and Treuhand|Suisse).<br />

– It does not monitor compliance with licens<strong>in</strong>g<br />

conditions on an ongo<strong>in</strong>g basis, but will<br />

take action <strong>in</strong> the event of doubt or on the<br />

basis of <strong>in</strong>formation from third parties.<br />

– It issues a timely rem<strong>in</strong>der to firms before a<br />

licence expires.<br />

– It may withdraw a licence if the licens<strong>in</strong>g<br />

conditions are no longer met.<br />

– It may conduct <strong>in</strong>vestigations <strong>in</strong>to violations<br />

and report offences.
