THE SCOTTISH CONSERVATIVE AND UNIONIST PARTY MANIFESTO 2016<br />

5 Empowering school leaders and ensuring every child can read well. Over the last<br />

parliament, we have pushed the SNP to accept standardised testing for pupils and<br />

to tackle Scotland’s shocking attainment gap. We want to do more. We will campaign to<br />

give schools, teachers and parents more freedom so that every school has the chance to<br />

become a unique and great local school – in or out of local authority control. We will also<br />

push for better and earlier literacy and numeracy support in nursery and primary school, as<br />

we know that these skills are crucial for our children’s future.<br />

6 Making childcare more flexible and extending hours for younger children. The<br />

Scottish Government has proposed offering 30 hours of childcare a week, mostly for<br />

3 and 4 year olds. We will push the case for offering more of these hours to 1 and 2 year olds,<br />

particularly those from deprived communities. This is the best investment we can make in<br />

cutting the attainment gap and ensuring children from poorer families start school on an<br />

equal footing.<br />

7 Supporting growth and halving the disability employment gap. The transfer of<br />

significant tax and welfare powers to the Scottish Parliament heralds a new era<br />

of devolution. We need to use these powers responsibly and with a clear purpose. Our<br />

taxes should be competitive and fair and help boost employment across Scotland. Our<br />

welfare system should support our most vulnerable and help those who want to work find<br />

employment through ongoing support.<br />

8 Tackling anti-social behaviour and focusing prisons on rehabilitation. Keeping<br />

communities safe will always be a priority for us. We pushed the SNP into hiring<br />

additional police officers, but now we must allow them to get on with the job instead of<br />

filling back office vacancies. We will also push for a thorough review of purposeful activity in<br />

prisons to ensure that they offer the best rehabilitation opportunities alongside protection<br />

of the public.<br />
