Alleviating Legal Gaps<br />

Given the existing gaps in the citizenship<br />

framework implemented by the Dominican<br />

Republic, it has become increasingly important for<br />

multilateral organizations, non-profit organizations,<br />

and the Haitian and Dominican governments to<br />

ensure that individuals who have fallen through<br />

the cracks receive any entitled nationality and<br />

documentation. Without the guaranteed right or<br />

proof of citizenship, affected individuals are lost in<br />

the system and never fulfill their basic human rights.<br />

This is the case for a large number of Dominicans<br />

of Haitian descent who are at risk of expulsion from<br />

their home country. 317 Resolving these issues of poor<br />

access to documentation, potential statelessness<br />

and unlawful expulsion will be determined by the<br />

Dominican and Haitian government’s ability to work<br />

together and address the issues of transparency,<br />

registration, and systemic biases in their immigration<br />

protocol.<br />
