Permit the reopening of naturalization applications that were denied as abandoned when, as a result of military<br />
service, an applicant was unable to follow the naturalization process through to completion;<br />
Ensure that noncitizen U.S. service members who enlisted prior to the implementation of the USCIS Naturalization at<br />
Basic Training program are provided information, resources, and assistance to naturalize as U.S. citizens if they so<br />
choose;<br />
Ensure that the Naturalization at Basic Training program is available at every basic training site and that<br />
individuals who do not complete the naturalization process during basic training can do so expeditiously<br />
thereafter;<br />
Establish a senior-level, full-time position for a noncitizen veteran liaison to develop agency policy and interagency<br />
coordination on individual cases and policy development;<br />
Report to Congress on a semi-annual basis the number of noncitizens serving at that time in the U.S armed<br />
forces; the numbers of naturalization applications filed by active-duty U.S. service members, and the results of<br />
those applications. The report should also include the numbers of noncitizen enlistees in a given period and, of<br />
those enlistees, how many are naturalized.<br />

Provide legal representation to active-duty U.S. service members and veterans who are in removal proceedings;<br />
Investigate fraudulent practices by military recruiters to lure noncitizens to enlist in the military and provide<br />
training to recruiters and chain of command about the naturalization process for service members and veterans;<br />
Establish a senior-level, full-time position for a noncitizen veteran liaison to develop agency policy and interagency<br />
coordination on individual cases and policy development.<br />
FOR THE DEPARTMENT OF VETERANS AFFAIRS<br />
Adopt policies, protocol, and guidance requiring timely coordination with U.S. consulates abroad to facilitate VA<br />
Compensation and Pension (C & P) Exams for deported veterans who cannot return to the United States;<br />
Establish a senior-level, full-time position for a noncitizen veteran liaison to develop agency policy and interagency<br />
coordination on individual cases and policy development.<br />
FOR CUSTOMS AND BORDER PROTECTION (CBP)<br />
Create a policy to facilitate the parole of deported veterans into the United States for medical appointments<br />
and family visits;<br />
Establish a senior-level, full-time position for a noncitizen veteran liaison to develop agency policy and interagency<br />
coordination on individual cases and policy development.<br />

FOR STATE LEGISLATURES<br />
Provide greater avenues for people to obtain post-conviction relief for the failure of criminal defense counsel to<br />
inform their clients of the immigration consequences of criminal convictions;<br />
Allocate state funds to finance the costs of immigration representation for indigent U.S. service members and<br />
veterans facing removal proceedings;<br />
For crimes where the maximum sentence is 365 days, enact legislation to reduce the maximum sentence to 364 days,<br />
as California has done. This will eliminate the possibility that certain crimes become aggravated felonies and deprive service<br />
members and veterans of an opportunity to remain in the United States.<br />
