Welcome to Haringey Adult 

Learning Service (HALS) 

Our adult learning programmes will help you gain valuable skills and 

qualifications and change your life for the better. Whether you want to get a job, 

go further in your current career, develop an entirely new career path or brush 

up on your basic skills, we have the right solution for you. 

86% of our learners say they are ‘satisfied’ or ‘very satisfied’ with their course. 

HALS is well equipped to provide the training and skills that Haringey residents 

and businesses need. To do this we’ve worked closely with partners from 

around the borough to ensure that our courses are relevant. Last year, 

2331 learners enrolled on HALS courses, with 93% of them completing the 

programme and of those 96.3% successfully achieving their qualification or 

learning aims. 

We welcome students of all ages and you will find the learning centre a friendly, 

inclusive and enjoyable place to learn. We offer personal, one to one support to 

our learners who need it. 

With us:

• Costs are kept to a minimum 

• You have the chance to improve your English and maths skills 

• You will build the confidence, self esteem and communication 

skills you need to achieve your life goals 

We find that once people get back into learning with HALS they get the bug. 

Last year 74% of our learners progressed into further courses either at HALS 

or elsewhere. 33 % of our learners gained employment as a result of their 

courses. We will help you take your next step, whether that is a progression 

route into work through our links with local employment services, or into 

further learning, for example through our partnership with Bridges to Birkbeck 

partnership with Birkbeck College.

How to enrol 

How to enrol onto a HALS Course 

Step 1 - Take an initial assessment 

and get course advice 

Before you enrol onto a course we offer a free initial assessment, this will let you 

know your level in English, maths and Information Communication Technology 

(ICT) so we can make sure you are on the right course for your level. Each 

subject assessment takes approximately 45 minutes therefore if you are taking 

2 assessments and completing the writing sample this could take 2 hours. 

You can also discuss any learning support needs. e.g. Visual and hearing aides

Step 2 - Complete a HALS Enrolment Form 

(available in reception) 

Complete the enrolment form, to include the course code. If you need help to 

fill in the enrolment form please ask a member of staff. 

Step 3 - Bring your supporting evidence 

• Proof of identity e.g. passport or photo card driving license. 

• Proof that you are receiving benefits e.g. letter from Job Centre plus or 

State Pension or Haringey Registered Carer if you are paying a concession 

fee. Refugees and Asylum seekers and their dependents will also need to 

provide evidence of status in the UK(for example passport with stamp, 

Home Office letter, proof of financial assistance such as subsistence 

payments or other National Asylum Support Service (NASS) support. 

• Your supporting evidence must be dated within the last 3 months 

and show your name as a claimant (or a dependent). 

Step 4 – Enrol onto your course 

Once you and your tutor have signed the learning agreement on the enrolment 

form you can enrol and pay for your course if a fee applies. 

The Front Line Support Team will: 

Check your enrolment form, fill in any gaps and check your supporting evidence 

e.g. proof of identity or benefits put your details on learner track, our computer 

database. 

If there is a payment to be made you can make this on the 2nd floor Reception 

of the library by either: cash, cheque, credit/debit card and you will be given a 

payment receipt with course code and course fees. 

Please remember your place is not allocated until enrolment is complete and 

payment is made. Places are allocated on a first come first served basis

About Fees

Fees and discounts 

Standard fee for Home Learners (people ordinarily resident in the UK/ EEA, 

European Economic Area or their dependents, who have been resident in the UK 

or EEA continuously for three years, not solely for the purposes of education). 

Refugees and asylum seekers are considered as Home Learners. 

A 10% discount rate is available to Haringey registered carers with proof of 

registration. 

Concessionary fee for adults who are Home Learners in receipt of an income 

Based benefit or a Senior Citizen in receipt of a State Pension credit. All accredited 

courses with the course code prefix ASB (Adult Skills Budget) are fully funded for 

adults (19+) on Job Seekers Allowance, Employment Support Allowance or Work 

Related Group (WRAG) and Universal Credit. 

Overseas/International fee These learners will be charged twice the standard fee. 

Examination and registration fees. Where possible these are included in the 

course fees. Where charged separately, these are non-refundable once you have 

been registered with the awarding body. Other costs: Examination re-sits, materials 

and crèche costs are charged separately as applicable. 

Transfers – if you transfer to another course a £5 administration charge will be 

made. If the course you are applying for costs more than the course you first 

enrolled on you will be required to pay the balance before you start the course. 

HALS is accepting Haringey Time Credits as payment for some of our courses. 

Haringey Time Credits offers Haringey residents who are happy to give an 

hour of their time to a good cause the opportunity to clock-up credits to 

spend at many local businesses and community organisations. Please ask 

for a list of courses at HALS for which we accept time credits. To find out

Changes to the advertised programme 

The course details listed in the Course Guide are correct at the time of printing. HALS 

reserves the right to change details as required throughout the term. You will be 

advised of any changes to courses you are enrolled on. 

Refunds 

A refund will be given if a course is cancelled or where changes made to the original 

schedule are unacceptable to you. Fees are not refunded in any other circumstances. 

No cash refunds are possible. Refunds will be paid through Haringey Council Finance 

Department (this can take up to 30 days).

Research shows learning is one of the 5 ways to well being that really help 

to improve well being for all of us. It boosts our confidence and sense of 

engagement and achievement which develops our resilience to cope with 

life’s general ups and downs. 

Sarah Stewart-Brown, professor of public health at the University 

of Warwick and a wellbeing expert, says: "Feelings of 

contentment, enjoyment, confidence and engagement 

with the world are all a part of mental wellbeing 

We are piloting the use of the Warwick-Edinburgh 

Mental Well-being (WEMWEB) scale on our 

courses and open learning centre to gauge the 

impact of learning on the well being of our 

learners. Talk to your course tutor to take 

part in the WEMWEB questionnaire.

bookkeeper through a range of highly valued qualifications accredited by International 

Association of Bookkeepers (IAB), the professional body for bookkeepers.

and ways to help you live a more harmonious and balanced life. You learn to find out what

Different Strokes provide services, on a self-organised, voluntary basis, which help 

enhance mobility, boost confidence and reduce the sense of isolation experienced 

by stroke survivors. Their aim is to help stroke survivors of working age optimise their 

recovery, take control of their lives and regain as much independence as possible, 

including returning to work.

HALS Family Learning is specifically for parents and carers and takes place in selected 

children’s centres and schools in Haringey. As mums, dads, granddads, grandmas, 

aunties, uncles and carers, you are your child’s most important teachers. If you come 

from another country you may not feel confident in English yet and do not understand 

the UK education system well. Family Learning will help you develop your speaking and 

listening skills and introduce you to what your child is learning so that you can support 

them with much more confidence. You will receive a HALS Certificate of Achievement 

when you attend and complete a Family Learning course. 

New for 2016-17: 

Children’s Centres Learning Hubs 

Children’s Centres Learning Hubs provide information and coordinate the children’s 

centres’ adult learning offer in each area. There are four hubs across Haringey covering 

the five Children’s Centres’ planning areas: Welbourne, Rowland Hill, Woodside and 

Downhills Site. 

Various Children’s Centres offer parents and carers looking after children under 5 the 

opportunity to join HALS Learning English Through Play and Story Telling courses. 

In the Learning English Through Play courses you will discover how to speak, listen and 

support your child as they have fun in the Stay & Play. Story Telling courses are available 

at Rowland Hill Children’s Centre to help you learn how to engage your child with books, 

toys, props and activities. You may then decide to develop your English on an ESOL 

course locally through the WEA. Enrolments will be held in September and October 

and then at other dates to be announced. Some courses may take place at other local 

venues as advised by each Learning Hub. Contact details of all Haringey Children’s

Local School Family Learning Hub 

The Learning Centre at Risley Avenue Primary School will be open to parents from other 

local schools to join HALS Family Learning courses specifically designed to help you support 

children from Reception to Year 2. You will learn about the school curriculum and develop 

your own English communication and maths skills at the same time. Parenting classes may 

also be available on certain dates. For up-to-date details please call HALS on 020 8489 2500 

/2596 and ask for Family Learning or pick up a leaflet at HALS reception. 

What Next after Family Learning? 

You will be supported by Family Learning tutors to continue on your learning journey. They 

may encourage you to enrol on an accredited HALS ESOL, English, Maths or Computer 

course and work towards a nationally recognised qualification at our Wood Green Learning 

Centre (N22) or at Northumberland Park Community School (N17). 

Past learners have also joined the HALS Volunteering Scheme to help other learners and 

others have recently found employment in local shops and schools. Two learners won 

best Family Learning and Wider Family Learning awards respectively at the HALS Learner 

Celebration of Achievement Event at the Haringey Civic Centre in June 2016 for their 

inspiring life-changing stories. You could be our 2017 winner!

ESOL 

Welcome 

Translations are available for ESOL pages at Wood Green Library, 2nd Floor 

Reception. 

English for Speakers of Other Languages 

ESOL courses are designed for people whose first language is not English. We offer 

courses at all levels. Each course will help you study at a level that is appropriate for you, 

and aims to: 

• Help you to cope better with everyday life in the UK. 

• Develop your English skills to get a job or improve your work prospects. 

• Provide you with a qualification in English. 

• Enable you to progress to an academic or vocational course. 

What do we offer? 

• English classes at our main sites from Basic Beginners 

Pre-Entry level to Upper Intermediate level 1. 

• ESOL for Work Entry 3/Level 1 

• English classes at schools and some Haringey Libraries. 

• Class sizes of not more than 14 people. 

• Morning, afternoon or evening classes. 

• The opportunity to develop your speaking, listening, reading, writing, 

grammar, vocabulary, pronunciation, computing and study skills. 

• Citizenship, British values, employability, and safeguarding 

are embedded in most ESOL courses. 

• Skills support classes for students at Entry levels to 

help you improve your English language skills. 

• A Skills for Life qualification at the end of the course 

covering reading, writing, listening and speaking.

Who are ESOL courses for? 

If you are a citizen of the UK or a country within the European Economic Area or 

have lived in either for at least the last three years then you should be eligible for UK 

government funding for your ESOL course. 

People with certain types of immigration status such as refugee status, discretionary, 

exceptional or indefinite leave to enter or to remain and their family members are also 

usually eligible. 

Are the courses free? 

Yes, if you are studying on an accredited course and you are receiving Universal 

Credit, Jobseeker’s Allowance (JSA) or Employment and Support Allowance (ESA) and 

National Insurance Credits 

How much do courses cost? 

Learners who are studying on accredited courses and are in receipt of Income Support, 

Working Tax Credit, or Council Tax, or Housing Benefit etc must pay £2.75 per hour. If you do 

not meet one of the above criteria, HALS ESOL courses will be charged at £4.50 per hour. 

Learners who are studying on non – accredited courses and in receipt of Universal Credit, 

Jobseeker’s Allowance (JSA) or Employment and Support Allowance (ESA) and National 

Insurance Credits and are in the work – related activity group (WRAG) must pay £1.50 per 

hour. If you do not meet one of the above criteria, HALS ESOL courses will be charged at 

£3.00 per hour. 

Exam fees: 

All learners must pay for exams 

(£30 for Speaking & Listening Mode, £15 for each Reading & Writing Modes except 

those learners in receipt of JSA, ESA, Universal Credit and National Insurance Credits.

Crèche Fees 

We offer crèche facilities at 

Northumberland Park School. A standard 

charge of £1 per session is made, £0.50 

per session to those on benefits. Places 

must be booked and paid for at enrolment. 

Progression 

Each level is divided into three stages over 

the academic year, although students may 

join a class at the beginning of any term. 

Most students remain at a level for a year 

before progressing to the next. 

Once you have reached Level 1, there are 

opportunities to progress to other HALS 

courses, further education, volunteering 

or employment.

How do I start? 

All students must take an initial assessment test before joining a class to enrol them on the 

most appropriate course. 

ESOL enrolment days are held at Wood Green Learning Centre at various times throughout 

the year (see the latest HALS Course Guide for forthcoming dates and times). In addition, 

weekly assessment sessions take place at Wood Green Learning Centre. These are by

We do not have specialist support but 

please let us know if you have a specific 

learning difficulty, health condition or 

mental health difficulty and need help to 

study at HALS. 

We will do our best to make reasonable 

arrangements, within our resources, for 

you to benefit, from your learning with us. 

We would like to meet with you and your 

Support Worker (if you have one) to 

discuss your needs before you apply for 

a course.

Tutors can also discuss the possibility 

of any allowances that can be made 

when working towards an accredited

Open Learning Centre (OLC) 

The Open Learning Centre is a 

dedicated space for HALS learners to 

access computers, online resources 

and learner support provided by 

the learner support team to help 

you progress on your course and to 

explore career options. 

The OLC is open five days a week 

during term time

Volunteering 

Beverley enrolled onto a HALS course as a recommendation 

by her GP to improve her health and wellbeing.

Volunteering can enable you to learn new skills, meet new people 

and gain valuable experience that you can take into your future 

career. It also gives you the opportunity to explore an area of work 

that is of interest to you or try something completely different! 

Haringey Adult Learning Service is offering volunteering 

opportunities in a wide range of educational contexts. These 

include helping in classrooms especially on the English, maths 

and Computer programmes, also supporting learners who use 

the Open Learning Centre to access online resources to help 

with independent study. There may be other skill development 

opportunities within the organisation which 

can be explored.
