Welcome to Haringey Adult<br />

Learning Service (HALS)<br />

Our adult learning programmes will help you gain valuable skills and<br />

qualifications and change your life for the better. Whether you want to get a job,<br />

go further in your current career, develop an entirely new career path or brush<br />

up on your basic skills, we have the right solution for you.<br />

86% of our learners say they are ‘satisfied’ or ‘very satisfied’ with their course.<br />

HALS is well equipped to provide the training and skills that Haringey residents<br />

and businesses need. To do this we’ve worked closely with partners from<br />

around the borough to ensure that our courses are relevant. Last year,<br />

2331 learners enrolled on HALS courses, with 93% of them completing the<br />

programme and of those 96.3% successfully achieving their qualification or<br />

learning aims.<br />

We welcome students of all ages and you will find the learning centre a friendly,<br />

inclusive and enjoyable place to learn. We offer personal, one to one support to<br />

our learners who need it.<br />

We find that once people get back into learning with HALS they get the bug.<br />

Last year 74% of our learners progressed into further courses either at HALS<br />

or elsewhere. 33 % of our learners gained employment as a result of their<br />

courses. We will help you take your next step, whether that is a progression<br />

route into work through our links with local employment services, or into<br />

further learning, for example through our partnership with Bridges to Birkbeck<br />

partnership with Birkbeck College.<br />

How to enrol onto a HALS Course<br />

Step 1 - Take an initial assessment<br />

and get course advice<br />

Before you enrol onto a course we offer a free initial assessment, this will let you<br />

know your level in English, maths and Information Communication Technology<br />

(ICT) so we can make sure you are on the right course for your level. Each<br />

subject assessment takes approximately 45 minutes therefore if you are taking<br />

2 assessments and completing the writing sample this could take 2 hours.<br />

You can also discuss any learning support needs. e.g. Visual and hearing aides<br />

Step 2 - Complete a HALS Enrolment Form<br />

(available in reception)<br />

Complete the enrolment form, to include the course code. If you need help to<br />

fill in the enrolment form please ask a member of staff.<br />

Step 3 - Bring your supporting evidence<br />

• Proof of identity e.g. passport or photo card driving license.<br />

• Proof that you are receiving benefits e.g. letter from Job Centre plus or<br />

State Pension or Haringey Registered Carer if you are paying a concession<br />

fee. Refugees and Asylum seekers and their dependents will also need to<br />

provide evidence of status in the UK(for example passport with stamp,<br />

Home Office letter, proof of financial assistance such as subsistence<br />

payments or other National Asylum Support Service (NASS) support.<br />

• Your supporting evidence must be dated within the last 3 months<br />

and show your name as a claimant (or a dependent).<br />

Step 4 – Enrol onto your course<br />

Once you and your tutor have signed the learning agreement on the enrolment<br />

form you can enrol and pay for your course if a fee applies.<br />

The Front Line Support Team will:<br />

Check your enrolment form, fill in any gaps and check your supporting evidence<br />

e.g. proof of identity or benefits put your details on learner track, our computer<br />

database.<br />

If there is a payment to be made you can make this on the 2nd floor Reception<br />

of the library by either: cash, cheque, credit/debit card and you will be given a<br />

payment receipt with course code and course fees.<br />

Please remember your place is not allocated until enrolment is complete and<br />

payment is made. Places are allocated on a first come first served basis<br />

About Fees<br />

Fees and discounts<br />

Standard fee for Home Learners (people ordinarily resident in the UK/ EEA,<br />

European Economic Area or their dependents, who have been resident in the UK<br />

or EEA continuously for three years, not solely for the purposes of education).<br />

Refugees and asylum seekers are considered as Home Learners.<br />

A 10% discount rate is available to Haringey registered carers with proof of<br />

registration.<br />

Concessionary fee for adults who are Home Learners in receipt of an income<br />

Based benefit or a Senior Citizen in receipt of a State Pension credit. All accredited<br />

courses with the course code prefix ASB (Adult Skills Budget) are fully funded for<br />

adults (19+) on Job Seekers Allowance, Employment Support Allowance or Work<br />

Related Group (WRAG) and Universal Credit.<br />

Overseas/International fee These learners will be charged twice the standard fee.<br />

Examination and registration fees. Where possible these are included in the<br />

course fees. Where charged separately, these are non-refundable once you have<br />

been registered with the awarding body. Other costs: Examination re-sits, materials<br />

and crèche costs are charged separately as applicable.<br />

Transfers – if you transfer to another course a £5 administration charge will be<br />

made. If the course you are applying for costs more than the course you first<br />

enrolled on you will be required to pay the balance before you start the course.<br />

HALS is accepting Haringey Time Credits as payment for some of our courses.<br />

Haringey Time Credits offers Haringey residents who are happy to give an<br />

hour of their time to a good cause the opportunity to clock-up credits to<br />

spend at many local businesses and community organisations. Please ask<br />

for a list of courses at HALS for which we accept time credits. To find out<br />

Changes to the advertised programme<br />

The course details listed in the Course Guide are correct at the time of printing. HALS<br />

reserves the right to change details as required throughout the term. You will be<br />

advised of any changes to courses you are enrolled on.<br />

Refunds<br />

A refund will be given if a course is cancelled or where changes made to the original<br />

schedule are unacceptable to you. Fees are not refunded in any other circumstances.<br />

No cash refunds are possible. Refunds will be paid through Haringey Council Finance<br />

Department (this can take up to 30 days).<br />

Well being survey:<br />

Research shows learning is one of the 5 ways to well being that really help<br />

to improve well being for all of us. It boosts our confidence and sense of<br />

engagement and achievement which develops our resilience to cope with<br />

life’s general ups and downs.<br />

Sarah Stewart-Brown, professor of public health at the University<br />

of Warwick and a wellbeing expert, says: "Feelings of<br />

contentment, enjoyment, confidence and engagement<br />

with the world are all a part of mental wellbeing<br />

We are piloting the use of the Warwick-Edinburgh<br />

Mental Well-being (WEMWEB) scale on our<br />

courses and open learning centre to gauge the<br />

impact of learning on the well being of our<br />

learners. Talk to your course tutor to take<br />

part in the WEMWEB questionnaire.<br />

Increase your earning potential or boost your career by getting qualified as a professional<br />

bookkeeper through a range of highly valued qualifications accredited by International<br />

Association of Bookkeepers (IAB), the professional body for bookkeepers.<br />

This programme will enable you to develop practical skills and knowledge of manual and<br />

computerised book keeping and payroll for business. The courses range from entry point to<br />

certificate level and use industry specific software, SAGE 50.<br />

organised so that you can easily progress from one course to another at the next level. You<br />

Welcome<br />

This programme of short courses aims to encourage you to take time for yourself and find<br />

the power within you to improve and maintain your wellbeing. You learn simple techniques<br />

and ways to help you live a more harmonious and balanced life. You learn to find out what<br />

Different Strokes provide services, on a self-organised, voluntary basis, which help<br />

enhance mobility, boost confidence and reduce the sense of isolation experienced<br />

by stroke survivors. Their aim is to help stroke survivors of working age optimise their<br />

recovery, take control of their lives and regain as much independence as possible,<br />

including returning to work.<br />

HALS Family Learning is specifically for parents and carers and takes place in selected<br />

children’s centres and schools in Haringey. As mums, dads, granddads, grandmas,<br />

aunties, uncles and carers, you are your child’s most important teachers. If you come<br />

from another country you may not feel confident in English yet and do not understand<br />

the UK education system well. Family Learning will help you develop your speaking and<br />

listening skills and introduce you to what your child is learning so that you can support<br />

them with much more confidence. You will receive a HALS Certificate of Achievement<br />

when you attend and complete a Family Learning course.<br />

New for 2016-17:<br />

Children’s Centres Learning Hubs<br />

Children’s Centres Learning Hubs provide information and coordinate the children’s<br />

centres’ adult learning offer in each area. There are four hubs across Haringey covering<br />

the five Children’s Centres’ planning areas: Welbourne, Rowland Hill, Woodside and<br />

Downhills Site.<br />

Various Children’s Centres offer parents and carers looking after children under 5 the<br />

opportunity to join HALS Learning English Through Play and Story Telling courses.<br />

In the Learning English Through Play courses you will discover how to speak, listen and<br />

support your child as they have fun in the Stay & Play. Story Telling courses are available<br />

at Rowland Hill Children’s Centre to help you learn how to engage your child with books,<br />

toys, props and activities. You may then decide to develop your English on an ESOL<br />

course locally through the WEA. Enrolments will be held in September and October<br />

and then at other dates to be announced. Some courses may take place at other local<br />

Local School Family Learning Hub<br />

The Learning Centre at Risley Avenue Primary School will be open to parents from other<br />

local schools to join HALS Family Learning courses specifically designed to help you support<br />

children from Reception to Year 2. You will learn about the school curriculum and develop<br />

your own English communication and maths skills at the same time. Parenting classes may<br />

also be available on certain dates. For up-to-date details please call HALS on 020 8489 2500<br />

/2596 and ask for Family Learning or pick up a leaflet at HALS reception.<br />

What Next after Family Learning?<br />

You will be supported by Family Learning tutors to continue on your learning journey. They<br />

may encourage you to enrol on an accredited HALS ESOL, English, Maths or Computer<br />

course and work towards a nationally recognised qualification at our Wood Green Learning<br />

Centre (N22) or at Northumberland Park Community School (N17).<br />

Past learners have also joined the HALS Volunteering Scheme to help other learners and<br />

others have recently found employment in local shops and schools. Two learners won<br />

best Family Learning and Wider Family Learning awards respectively at the HALS Learner<br />

Celebration of Achievement Event at the Haringey Civic Centre in June 2016 for their<br />

English for Speakers of Other Languages<br />

ESOL courses are designed for people whose first language is not English. We offer<br />

courses at all levels. Each course will help you study at a level that is appropriate for you,<br />

and aims to:<br />

• Help you to cope better with everyday life in the UK.<br />

• Develop your English skills to get a job or improve your work prospects.<br />

• Provide you with a qualification in English.<br />

• Enable you to progress to an academic or vocational course.<br />

What do we offer?<br />

• English classes at our main sites from Basic Beginners<br />

Pre-Entry level to Upper Intermediate level 1.<br />

• ESOL for Work Entry 3/Level 1<br />

• English classes at schools and some Haringey Libraries.<br />

• Class sizes of not more than 14 people.<br />

• Morning, afternoon or evening classes.<br />

• The opportunity to develop your speaking, listening, reading, writing,<br />

grammar, vocabulary, pronunciation, computing and study skills.<br />

• Citizenship, British values, employability, and safeguarding<br />

are embedded in most ESOL courses.<br />

• Skills support classes for students at Entry levels to<br />

help you improve your English language skills.<br />

• A Skills for Life qualification at the end of the course<br />

covering reading, writing, listening and speaking.<br />

Who are ESOL courses for?<br />

If you are a citizen of the UK or a country within the European Economic Area or<br />

have lived in either for at least the last three years then you should be eligible for UK<br />

government funding for your ESOL course.<br />

People with certain types of immigration status such as refugee status, discretionary,<br />

exceptional or indefinite leave to enter or to remain and their family members are also<br />

usually eligible.<br />

Are the courses free?<br />

Yes, if you are studying on an accredited course and you are receiving Universal<br />

Credit, Jobseeker’s Allowance (JSA) or Employment and Support Allowance (ESA) and<br />

National Insurance Credits<br />

How much do courses cost?<br />

Learners who are studying on accredited courses and are in receipt of Income Support,<br />

Working Tax Credit, or Council Tax, or Housing Benefit etc must pay £2.75 per hour. If you do<br />

not meet one of the above criteria, HALS ESOL courses will be charged at £4.50 per hour.<br />

Learners who are studying on non – accredited courses and in receipt of Universal Credit,<br />

Jobseeker’s Allowance (JSA) or Employment and Support Allowance (ESA) and National<br />

Insurance Credits and are in the work – related activity group (WRAG) must pay £1.50 per<br />

hour. If you do not meet one of the above criteria, HALS ESOL courses will be charged at<br />

£3.00 per hour.<br />

(£30 for Speaking & Listening Mode, £15 for each Reading & Writing Modes except<br />

We offer crèche facilities at<br />

Northumberland Park School. A standard<br />

charge of £1 per session is made, £0.50<br />

per session to those on benefits. Places<br />

must be booked and paid for at enrolment.<br />

Progression<br />

Each level is divided into three stages over<br />

the academic year, although students may<br />

join a class at the beginning of any term.<br />

Most students remain at a level for a year<br />

before progressing to the next.<br />

Once you have reached Level 1, there are<br />

opportunities to progress to other HALS<br />

All students must take an initial assessment test before joining a class to enrol them on the<br />

most appropriate course.<br />

ESOL enrolment days are held at Wood Green Learning Centre at various times throughout<br />

weekly assessment sessions take place at Wood Green Learning Centre. These are by<br />

Coffee Morning,<br />

Blooming Scent Café<br />

Tuesdays, 9.30–11.30am<br />

Those attending this coffee<br />

morning will be able to meet with<br />

specialist staff offering career and<br />

educational advice. Each session<br />

will explore pathways to university<br />

and beyond.<br />

Learners’ Lounge<br />

Wednesdays 4-–6.30pm<br />

This drop-in service provides a<br />

space to chat with staff from<br />

Birkbeck and other education<br />

providers, who can answer<br />

questions about how to go about<br />

accessing higher education and<br />

career pathways. Each week’s<br />

theme will be based upon areas<br />

of interest people wish to explore<br />

further, including academic skills,<br />

career mapping, application<br />

support, maths, and a new study<br />

space for those looking for a<br />

supportive learning environment.<br />

Lounge will have extended activity<br />

taking place between. These<br />

sessions will be hosted by guest<br />

lectures and speakers presenting<br />

As part of the initiative, Birkbeck<br />

is offering residents who<br />

participate the opportunity<br />

to progress onto its Higher<br />

Education Introductory Studies<br />

(HEIS) course, a fast-track<br />

programme designed to facilitate<br />

entry to university. Students who<br />

undertake this course will also be<br />

offered £2000 bursaries towards<br />

their study. Course starts this<br />
