From Our President<br />
Welcome Fellow NASL Members and Guests:<br />
I' m excited for you as you engage in the 27th NASL Annual Meeting!<br />
Regretfully, because of international business travel, this year' s conference is out of my<br />
reach. I fully expect you' ll reconnect with colleagues and welcome new and potential<br />
NASL members. Our organization represents the best in leadership and the highest<br />
quality post-acute service providers in the industry. Our conference agenda represents the<br />
groundbreaking work we do in creating a voice for members with legislators, policy makers and those<br />
influencing the way healthcare is delivered in this country.<br />
As you know, the stakes are higher than ever as our national health system undergoes the most extensive<br />
reform since its inception. We at NASL are encouraged and fully supportive of the Triple Aim principlesbetter<br />
care, better quality, lower overall cost to the system. Influencing how we achieve that aim defines our<br />
work-NASL could not be better positioned. Our efforts in developing quality measures for rehab services,<br />
refining the parameters for meaningful use as it applies to the electronic medical health record, lobbying for<br />
policy that supports services of lab, diagnostics and products all serve to preserve high standards of care,<br />
timely and affordable access for patients and responsible stewardship of health insurance benefits.<br />
This year NASL staff and member leaders have been particularly prolific and successful in producing<br />
comments to proposed legislation and policies that influence practice and payment. These areas include PPS<br />
reform, alternative and new payment models, quality reporting, and coding reimbursement. NASL is sought<br />
after for consultation and recommendation. We are recognized on Capitol Hill for our presence in legislative<br />
offices lobbying for beneficiaries’ access to affordable care and our expertise. We' ve made headway<br />
regarding Part B therapy Manual Medical Review moving to a new auditor, recognition of LTPAC' s role in<br />
health IT, working with the professional associations on therapy compliance and developing a new clinical<br />
laboratory payment model.<br />
Earlier this year our Board of Directors met for an energized and productive strategy session. We focused on<br />
the future of our organization-devising plans for better serving our mission and reaching more members. Our<br />
goal is to leverage our leadership position and reinforce our voice (made strong only by membership) to<br />
continue to shape a value-based care delivery system supported by a reimbursement system that fosters<br />
quality through measureable outcome.<br />
I am privileged to work with an exceptional staff led by Cynthia Morton and a committed Board of Directors.<br />
It has been my pleasure working alongside these remarkable individuals as your President and I thank you for<br />
the support you have given me these last three years. I' m also grateful to our sponsors for this conference as<br />
well as our speakers. I wish you a productive, enlightening and inspired conference experience. I ask you to<br />
join in with our team and recommit to the work that is making a positive difference!<br />

Welcome<br />
Dear NASL Members & Guests:<br />
As I write to welcome you to NASL’s 27 th Annual Meeting, we are in the midst of the<br />
strangest Presidential Election in recent history. Whatever the outcome, our nation will<br />
swear in a new president on January 20, 2017. The next President, along with the new<br />
Congress, will help shape future health care policy. We expect that future will mean<br />
that the long term and post-acute care sector will remain a target for reform.<br />
This year’s been remarkable in terms of the volume and pace of health care reform.<br />
NASL has been there – representing you – every step of the way. Together, we’ve<br />
commented on countless regulations, responded to myriad requests for information,<br />
supplied the government with outstanding subject matter experts for regulatory<br />
development work, worked closely with other stakeholders in limiting harmful legislation and we’ve interacted<br />
directly with CMS, ONC and Congress on your behalf. So many NASL members devote significant resources<br />
– sharing your time and expertise –helping NASL interpret various policy changes. We are grateful for your<br />
boundless energy, enthusiasm and support of our mission. NASL members consistently tell us that it’s the time<br />
working together that is so rewarding. We agree and invite our guests to join us.<br />
Next year will bring even more challenges. The Part B therapy cap exceptions process is set to expire. We’re<br />
proposing a new payment model for clinical laboratory services. And our information technology developers<br />
also face a challenging Congressional environment. CMS is pursuing complete reform of the Part A payment<br />
system and the agency will continue rolling out more mandatory bundling demonstrations.<br />
NASL is your voice in our Nation’s capital, where we are proud to advocate on your behalf and for the quality<br />
care that you deliver each day.<br />
We are constantly looking for new ways to bring even more value to your membership in NASL. This fall,<br />
we’ve begun a new partnership with a well-regarded government affairs firm, Chamber Hill Strategies, who<br />
will extend our ability to represent your interests in Congress and with the federal government. I look forward<br />
to introducing our new partner to you at our meeting in Nashville and at our Winter Legislative & Regulatory<br />
Conference in February.<br />
I want to thank you for your membership in NASL and for joining us here in Nashville. It’s through these<br />
conferences that we learn, gain insights, network, build relationships and collectively move our profession<br />

David C. Beck, Esq.<br />
Chief Legal Officer, Golden Living<br />
David has been practicing health care law since 1985, with a particular emphasis on long<br />
term care issues, in private practice and as in-house counsel. A graduate of the University of<br />
Virginia Law School, he served for ten years as the Executive Director of the District of<br />
Columbia Health Care Association. In 2006, David was appointed Executive Vice President<br />
and Chief Legal Officer for the Golden Living family of companies, which operate skilled nursing facilities<br />
and hospice agencies, and provide rehabilitation therapy services. David is responsible for ensuring effective<br />
legal guidance in all phases of the companies’ operations, advising the Board and management on legal<br />
strategy and business matters, and oversight of risk management for Golden Living.<br />
Congressman Marsha Blackburn (R-TN)<br />
U.S. House of Representatives<br />
Vice Chair of the House Energy & Commerce Committee<br />
Congressman Blackburn’s reputation for focusing on freedom, free people and free<br />
markets boosted her from the Tennessee Senate to the U.S. House of Representatives in<br />
2002 to represent Tennessee’s 7th Congressional District. She continued the fight for<br />
accountable government, becoming a leader in Congress and a leading voice advocating for a small, efficient<br />
federal government that is accountable to its citizens. She became the first woman in the state to win a<br />
Congressional seat in her own right.<br />
Congressman Blackburn is often selected by her colleagues to lead the charge for common sense reform. In<br />
February 2010 she was selected to represent conservative views on health care reform at the President’s Blair<br />
House Summit. In 2012, she co-chaired the platform for the Republican Convention. She has served as a<br />
Republican whip every Congress, holds a seat on the House Energy and Commerce Committee serving as<br />
Vice Chair – the committee has jurisdiction over health care, energy regulation, and telecommunications<br />
issues. In 2015 Congressman Marsha Blackburn was chosen to Chair the Select Investigative Panel to review<br />
medical procedures and abortion business practices. She has also chaired the Privacy and Data Security<br />
Working Group. She has also earned a special reputation as a bi-partisan leader and policy expert on<br />
telecommunications issues and intellectual property rights.<br />
Marsha and her husband Chuck live in Williamson County, Tennessee. They have two children and two<br />
grandsons. Blackburn is a native of Laurel, Mississippi and graduate of Mississippi State University.<br />
Carmen Elliott<br />
Vice President, Payment and Practice Management<br />
American Physical Therapy Association (APTA)<br />
Carmen is the Vice President of Payment and Practice Management at the American<br />
Physical Therapy Association. Her primary responsibilities at APTA includes providing<br />
leadership, strategic direction, knowledge, and expertise to the association in the area of<br />

payment policy and practice management. Carmen also communicates with members about policy issues,<br />
including physical therapy coverage, payment, coding, managed care contracting, utilization review and<br />
management, and auto liability coverage.<br />
Prior to joining APTA in September 2006, Carmen was a Practice Administrator for a large physical therapy<br />
practice in Southern Maryland, in which she oversaw the daily operations of 5 outpatient PT clinics. She also<br />
worked as a Network Development Specialist for a Managed Care Organization in which she was in charge of<br />
developing a provider network and contracting with providers in the Southern Maryland region. Carmen<br />
received her BS degree from Bowie State University, Bowie, MD and a MS degree in Health Care<br />
Management from Marymount University, Arlington, VA.<br />
Hank Fanberg<br />
Director, Technology Advocacy and Innovation<br />
CHRISTUS Health<br />
Mr. Fanberg is a member of the Office of the CIO and Director, Technology Advocacy for<br />
CHRISTUS Health, one of the nation’s largest faith based Catholic Health Care Systems with facilities in<br />
seven states and three countries. He supports CHRISTUS’ system wide strategy for health information<br />
technology, focusing on legislative/regulatory policy and its impact to the health system and HIT’s role in<br />
enabling efficient, convenient, safe, person-centric and cost effective care. He helped found and was the<br />
Executive Director for the Health Information Network of South Texas (ONC HIE) and is the associate<br />
project coordinator for the FCC’s Rural Health Care Pilot <strong>Program</strong> in Texas. He is the immediate past<br />
president of the Louisiana HIMSS chapter and is a member of National HIMSS’ Professional Development<br />
Committee. He chairs the Louisiana Department of Health’s Health IT Advisory Committee. Mr. Fanberg is<br />
active in a number of associations including the American Telemedicine Association, AcademyHealth (where<br />
he is vice chair of its Health IT interest group), The American Hospital Association’s Health IT work group,<br />
and the Personal Connected Health Alliance. Mr. Fanberg received his M.B.A. from The University of New<br />
Orleans. He received his undergraduate degree from Rutgers College; he graduated from Loyola (New<br />
Orleans) University’s Institute of Politics and has guest lectured at Johns Hopkins University’s M.B.A. . for<br />
physicians. He is adjunct faculty at Texas A&M University – Corpus Christi’s School of Nursing and The<br />
University of North Carolina – Chapel Hill’s Gillings School of Global Public Health.<br />
Jeremy Furniss, MS, OTR/L<br />
Coding and Payment Specialist<br />
American Occupatonal Therapy Association (AOTA)<br />
Jeremy Furniss is the coding and payment specialist at AOTA. In this role, Jeremy works on the<br />
Association' s activities in coding and reimbursement, supportive analysis and advocacy. He provides support<br />
to the Association' s Advisory team to the American Medical Association. Jeremy has worked as an<br />
occupational therapist and manager in a variety of settings including skilled nursing facilities, specialty<br />
hospitals and community based practice. Jeremy holds an M.S. in occupational therapy and a B.S. in health<br />
sciences from the University of Central Arkansas. He is currently pursuing his OTD in translational science<br />
and post-acute care at The George Washington University.<br />

Judi Kulus, MSN, MAT, RN, NHA, DNS-CT, RAC-MT<br />
Vice President of Curriculum Development, American Association of Nurse<br />
Assessment Coordination (AANAC)<br />
Judi has been a certified AANAC RAC-CT Master Teacher since 2004 and currently serves<br />
as the vice president of curriculum development for AANAC where she oversees and<br />
coordinates the association’s certification and educational content. Judi’s career began as a<br />
nursing home administrator in 1987. She holds a master’s degree in nursing with a focus on informatics and a<br />
master’s degree in education. She has been a registered nurse since 2000. For the past 29 years, Judi has<br />
focused much of her work on supporting facilities in managing the RAI process, MDS coding, and nursing<br />
system quality improvement. She has served as an operations manager, case mix & quality assurance<br />
consultant, as well as crisis control administrator, for a variety of organizations including facilities in multiple<br />
states.<br />
Robert Latz, PT, DPT, CHCIO<br />
Chief Information Officer, Trinity Rehabilitation Services<br />
Robert Latz, PT, DPT, CHCIO is the only Physical Therapist in the United States to<br />
complete the requirements to receive the HealthCare CIO certification from CHIME<br />
(College of Health Information Management Executives). He is active within NASL as the<br />
Co-Chair of the IMPACT Act Implementation Workgroup and as a member of the IT<br />
Committee. Bob is also active within the APTA as a member of the Orthopedic; Home Health; and Geriatric<br />
Sections. Currently, Dr. Latz serves as the Chief Information Officer for Trinity Rehabilitation Services,<br />
which improves human function by providing contracted therapy services in Post-Acute Care settings. He is<br />
also the CIO for Passage Healthcare, which owns three campuses providing elder care services in SNF, AL,<br />
and IL settings.<br />
Dheeraj Mahajan, MD, CMD, CIC<br />
President and CEO, Chicago Internal Medicine Practice and Research<br />
(CIMPAR, SC); Clinical Assistant Professor of Medicine, University of Illinois at<br />
Chicago<br />
Dr. Dheeraj Mahajan is President and CEO of the Chicago Internal Medicine Practice<br />
and Research (CIMPAR, SC) and a Clinical Associate Professor of Medicine at<br />
University of Illinois at Chicago. He is a Fellow in Geriatric Medicine and certified in Internal Medicine<br />
and Geriatric Medicine. In 2014, he became a Fellow of the Institute of Medicine, Chicago. Additionally,<br />
Dr. Mahajan is a certified medical director and is certified in infection control and epidemiology. He<br />
specializes in cross-continuum provider alignment and is a nationally recognized speaker on post-acute care<br />
and quality improvement. Dr. Mahajan started as a solo practitioner in 2006 and today his group practice<br />
has grown to eight physicians, three APNs, one PA-C and 22 full time employees. He currently is the<br />
medical director at two CMS-rated five star skilled nursing facilities. At one of these facilities, he has<br />
implemented a transitional care unit (TCU) using evidenced based protocols, peer review best practices,<br />
strict admission order sets and protocols resulting in dramatically reducing hospital readmission rates,<br />
improved outcomes, and patient and family satisfaction.<br />

Christina Metzler<br />
Chief Public Affairs Officer<br />
American Occupational Therapy Association (AOTA).<br />
In her position as Chief Public Affairs Officer at AOTA, Chris Metzler directs the Federal,<br />
State and Regulatory Policy Departments. She has been at AOTA for twenty-one years, and<br />
has worked for national associations in Washington in health care, disability policy and long term services<br />
issues for 30 years.<br />
In her current position, she is the chief lobbyist for AOTA and also runs the other government and external<br />
activities including reimbursement, state policy, health care reform and coding. Ms. Metzler directs these<br />
activities and the grassroots program which supports advocacy on the part of occupational therapy<br />
practitioners. She is the editor of the Health Policy Perspectives column in the American Journal of<br />
Occupational Therapy. She is also responsible for the AOTPAC, the political arm of the profession, raising<br />
funds and disbursing them to candidates for the House and the Senate who support occupational therapy.<br />
Cynthia Morton, MPA<br />
Executive Vice President, NASL<br />
Cynthia Morton joined NASL as the Executive Vice President in 2010. Prior to joining NASL,<br />
Cynthia served as the Vice President for Political Affairs for the American Health Care<br />
Association/National Center for Assisted Living (AHCA/NCAL). In over ten years with<br />
AHCA/NCAL, she represented the long term care profession before Congress, the Washington<br />
health care community, and the media. She also was responsible for increasing Members’ of Congress<br />
knowledge of and relationships with those in the long term care profession. In previous positions, she has<br />
developed policy and positions primarily on Medicaid and related long term care issues such as provider tax,<br />
Intergovernmental Transfers, dual eligibles, ICF/MR and developmental disability issues, Medicaid block<br />
grants, waivers and reform.<br />
Cynthia graduated from James Madison University with a Bachelor of Science in political science and holds a<br />
Master’s of Public Administration from Virginia Commonwealth University.<br />
Terrence O’Malley, MD<br />
Medical Director for Non-Acute Care Services, Partners HealthCare,<br />
Massachusetts General Hospital<br />
Terrence O’Malley, M.D., is Medical Director for Non-Acute Care Services at Partners<br />
HealthCare System, an integrated health care delivery system in Eastern Massachusetts<br />
founded by Massachusetts General Hospital and Brigham and Women’s Hospital. Dr.<br />

FORTUNE 40 company and the largest health insurer in the U.S. by enrollment. In that capacity, she was the<br />

include the PowerPoint that NASL reviewed as well as videos<br />

ONC has released an EHR Contract Guide and the Health IT<br />
Playbook.<br />
ONC is updating the 2014 Edition guidance on interoperability<br />
for the 2015 Edition. ONC encourages LTPAC<br />
vendors/providers to adopt interoperable functionality that<br />
would allow them to exchange information particularly related<br />
to TOC and care planning.<br />
NASL is reviewing the DRAFT 2017 Interoperability Standards<br />
Advisory. Comments are due October 24, 2016.<br />
