Another round of Royal Conservatory Music Development Program (RCMDP) assessments has come and gone at Encore Music Academy and Recording Studios. Students from all around the New England area participated during the summer assessments held at Encore’s Franklin location. In addition to academic assessments in music theory, harmony, analysis and history, students performed practical assessments on their instrument of choice. Instruments represented included piano, voice, classical guitar, violin, and viola. The Royal Conservatory Music Development Program provides a recognized national standard of success in music study from beginner to advanced levels. It inspires excellence through individual student assessments that are central to the Program, while also supporting teachers with high-quality and innovative resources. Important Public Presentation Establishing A Local Historic District - Historic Preservation in Hopedale Monday, November 14, 2016 - 7 p.m. Little Red Shop Museum 12 Hopedale Street, Hopedale, Massachusetts Establishing a Local Historic District A Local Historic District designation, along with other preservation efforts, will ensure the preservation of historic resources and community character. In 2002, the Town of Hopedale achieved a National Register Historic District honorary designation. Such a federal designation provides formal recognition of a district’s significance in our nation’s history, culture, architecture or archaeology, and designates it as worthy of preservation. It is the intent and responsibility of the Hopedale Historical Commission to inform all Hopedale residents and businesses of how a Local Historic District designation would impact historic buildings and structures within the district. There are substantial differences between a Local Historic District and a National Register Historic District. Hopedale is part of a new National Park! In December 2014, Hopedale became part of the newly established Blackstone River Valley National Historical Park. With the encouragement and support of the National Park Service and the Blackstone Heritage Corridor, Inc., the Hopedale Historical Commission has a renewed interest in forming a local historic district, especially because of the National Park designation. This designation will further allow the National Park Service to carry out the Park’s mission. We are partnering with both the National Park Service and the Blackstone Heritage Corridor, Inc., to begin this process. Local historic districts are one of the oldest and strongest forms of protection for historic buildings and structures. The purpose of a local historic district is not to halt growth, but to allow for thoughtful consideration of change. It protects the distinctive characteristics of important areas, and encourages new structural designs that are compatible with the area's historic setting. On September 22, 2016, Hopedale’s Board of Selectmen took the first step, in pursuing a Local Historic District designation, by voting to establish a Local Historic District Study Committee. A specific process, as put forth in the Historic Districts Act (MGL, Chapter 40C, Section 4), must be followed for a Local Historic District to be valid. This presentation provides an overview of local historic districts; including a statewide perspective over the past fifty years, how a local historic district protects significant historic resources, and the basic steps required to establish a Local Historic District. A two-thirds majority vote at a Town Meeting is required to establish a Local Historic District as a local bylaw or ordinance. A local historic district is the optimal tool for preventing demolitions and inappropriate alterations to significant historic resources.
