ACwA/JpIA seminar I: “The 21st
Century world of work: A new Day;
A Changed Future; A Changed
workplace; Changed lives”
During this interactive presentation you
will discover that our previously slow
march to the future has become a race
to understand and adapt to meeting
unprecedented challenges with new
strategies.
The learning objectives are to:
• Understand the impact of global
change on our lives and work;
• Learn how other organizations are
adapting and meeting new challenges;
• See – with new eyes – both the
threats and opportunities for our
business; and
• Introduce and discuss our staffs’
identified challenges as we move
forward in the 21st century.
Transitioning to JpIA”
On March 28, 2012, the HBA Board voted
to dissolve the ACWA/HBA and transfer
the health benefits program to JPIA.
The purpose of this seminar is to bring
everyone up to date with the status of the
process, as well as provide information on
the plans and expectations to follow. It will
also provide an opportunity for members
to ask questions and provide input as the
JPIA assumes responsibility for this very
important program, particularly in light
of upcoming legislative changes to the
health care system in the United States.
Please join us as we all move forward to a
new venture.
ACwA/JpIA seminar III: “sexual
Harassment prevention for board
members and management (Ab 1825):
Take A new look”
This course will take a “new look” at the
issue of sexual harassment, particularly
in light of new protected classes,
technological advances, acceptable
workplace behavior, and the age-old
issue of respect for anyone associated
with your district’s business. Other points
covered by this course are understanding
the California and federal sexual
harassment laws, recognizing early signs
of sexual harassment, and maintaining
open communication in a respectful
environment. By equipping management
and board members with the knowledge
they need to prevent and respond to
harassment situations, this course
helps to prevent and eliminate sexual
harassment in the workplace.
program: “A Case study on retirement
Benefit Restructuring”
Governments everywhere are struggling
with the rising costs of retirement and
pension benefits. Most governments that
are tackling the issue are adopting a
second-tier with a lower benefit formula
for future employees. History shows
when financial times are good, employee
groups successfully exert pressure to
collapse the second tier back into the
primary tier. Proposed GASB pension
accounting changes further exacerbate
questions about pension sustainability.
This panel will examine creative solutions
to containing costs while providing a
competitive total compensation package
and appropriate level of retirement
benefits to the public agency workforce.
in water systems… A view from Cities”
The challenges facing water providers
to sell the need for local system
improvements and secure the funding to
make it happen has become a hot topic
around the state. Hardly a day goes by
that we don’t see a headline, read a blog
or hear a radio interview. For city utility
departments, the challenge takes on a
whole different meaning as they compete
with a variety of other city services and
deal with city politics. So, how does a city
message the need to invest and get buyin
from their local leaders and customers?
This panel will explore the challenges and
on water rates: why Have They
Increased so much?”
Panelists will reveal how they are dealing
with the CIP and O&M changes that have
occurred over the past 25 years or so. The
backbone of systems that agencies use,
were developed mainly through non-rate
revenue (such as grants, federal ER mark
or property tax). Some systems were
actually covered directly by ratepayers
primarily with system costs smoothed over
decades through the use of low-cost, taxexempt
borrowing. Some systems were
developed over 30 years ago and the
useful life of the system is coming to an
end. As a result, rates must now bear this
burden. Higher regulatory costs for both
the quality of the water and the quantity
available add to the cost. Per capita water
consumption has fallen significantly over
the 30 years. In the past, population
growth rates have been able to mask the
decreases due to reductions in per capita
water consumption; however, with the
current housing market, the growth rate
has not been able to compensate for this
decline. The panelists will provide insight
to how they are managing these issues.
In 2009, the State Water Resources
Control Board issued their Recycled Water
Policy, designed to increase the beneficial
use of recycled water from municipal
wastewater sources in California. As part of
the policy, the Board added a requirement
that a salt/nutrient management plan be
developed for each groundwater basin
and sub-basin by 2014. Many agencies
and stakeholder groups have begun
crafting these plans, but many have yet
“nitrates in Groundwater: How Can the
problem be solved?”
Nitrate contamination in groundwater
basins is an issue that has plagued many
parts of California for decades, including
small and disadvantaged communities
that are often served by private wells or
lack adequate infrastructure and the ability
to pay for treatment. While characterizing
the sources in each area can be
challenging, finding effective solutions to
the problem for those drinking the water
has proven to be even more difficult.
Experts will speak to attendees about
the latest efforts to solve this complex
issue, including recommendations
from the recently released report by Dr.
Thomas Harter on nitrates in the Tulare
Lake Basin and Salinas Valley (per
SBX2 1, Stat. 2008), the role of state
and regional regulatory agencies, how
public water systems can assist in the
effort, and environmental organizations’
long-term work to advocate on behalf
of communities affected by nitrate
contamination.
Employment practice issues are a very
dealing with these issues. There are,
however some basic “rules” that should be
followed by everyone. General managers
and human resource staff are generally
the folks involved in dealing with human
resource issues. Just where do board
members fit in? What is their role, how
involved should they be, when should
they be involved, and what resources
are available to them? This presentation
will be an overview of the answers to
these questions and will utilize real-life
scenarios to assist in the explanation
of the “do’s and don’ts” of this delicate
topic. Hear how ACWA/JPIA has become
business of water: what is the
water Conservation potential for
the Commercial, Industrial, and
Institutional sector?”
It is estimated the commercial, industrial
& institutional (CII) sector consumes
approximately 30 percent, or roughly
2.6 million acre feet (MAF), of the total
urban water use in California. The Water
Conservation Act of 2009 (SBX7 7) directs
the Department of Water Resources to
work with the California Urban Water
Conservation Council (CUWCC) and
a state task force to produce a report
to the Legislature documenting best
management practices for the CII sector.
What are the major findings of the report?
What is the CII sector already doing
about water use efficiency and how might
anticipated future reductions in water
use affect businesses’ environmental
footprint and their bottom line? Listen to
representatives from the Task Force and
industry experts talk about their efforts
and what they see as the future of CII
“Implementation of the EsA: building
the bridge to Coequal Goals”
The Endangered Species Act (ESA)
implementation activities in California -
particularly in the Delta - have had a major
impact on water deliveries in recent years.
While local water agencies support the
goals of the ESA, they believe that the
state and federal agencies have greater
discretion to develop comprehensive
strategies that also consider economic
and social stability. During this program
you will hear from a federal perspective
as to how member agencies may play
a constructive role in providing specific
ideas on how to better administer the
ESA.
local water supply”
This session provides important new
information about the U.S. Fish & Wildlife
Service’s regulations designating critical
habitat in rivers, streams, reservoirs,
and groundwater storage areas and the
potential impact on the development,
conveyance, storage, and operations
and management activities of local water
supply projects. As a result of legal
challenges to previous critical habitat
designations, which usually excluded
local water supply projects, USFWS is
redesignating critical habitat and, in many
cases, expanding the boundaries of
critical habitat to include areas essential
to the development and operation and
management of local water supply
projects. Panelists will provide the
“Artificial Recharge, Aquifer
storage and recovery: science to
Help Effectively manage Critical
Groundwater basins”
Prior to implementing artificial recharge
and storage programs, the following
questions need to be answered: Is the
site suitable for this artificial recharge?
What is the anticipated recharge rate?
Are there near-surface geologic layers
that will prevent water from reaching the
water table? Is there sufficient storage
volume? Can the water be extracted
economically, and what is the in-situ water
quality? Scientists will present several
artificial recharge scenarios and discuss
scientific information to help understand
aquifer storage and recovery planning and
management issues.
bDCp and Key Decisions Ahead”
A major milestone was reached in late
February with the early release of draft
documents analyzing key elements and
effects of the Bay-Delta Conservation
Plan (BDCP). These documents assess
the movement of an average of 5.9 million
acre feet of water a year and the creation
of over 110,000 acres of fish and wildlife
habitat. Stakeholders will share an open
discussion evaluating project alternatives
and solutions which will be critical to
solving local water issues.
“water recycling: what are the
legislative stumbling blocks?”
Increased water recycling is widely accepted
as a key means to significant, new, local
water supply reliability in the near-term. But
while water quality and technical advances
are increasing the feasibility of this supply,
its political viability has proven to be more
elusive. What are some of the current
political and accompanying regulatory
barriers to increased water recycling
in California? Our panel shares their
viewpoints in a lively discussion.
“Justin willman: like a magician,
but Cooler”
This Thursday evening dinner event will
be less formal and more relaxed. The
evening will feature a variety of food
stations allowing you to mingle your
way through dinner, while visiting with
your colleagues and friends. After dinner
you will be treated to the entertainment
of Justin Willman – who’s “like a
magician, but cooler.” Quickly becoming
one of the busiest TV personalities and
live entertainers in America, Willman
has been featured on the Rachael Ray
talk show and presently hosts the hit
shows “Cupcake Wars” and “Last Cake
Standing” on the Food Network. Having
performed at the White House last
year for the President and First Lady,
Willman is the “new breed of magician,
a sort of young, hip Ed Sullivan who’s
making magic cool again for grownups,”
according to a December 9, 2011
Los Angeles Times article. Come as
you are and join us for a relaxed and
fun evening!
The SmartDitch® System is designed to
improve water flow and minimize erosion
along irrigation, stormwater, and water
conveyance channels. It is an engineered
“ditch lining” system that is often specified
for drainage projects where traditional
methods such rip rap, concrete, and
vegetated channels have failed. SmartDitch
is an ideal solution for slope stabilization,
erosion control, and improved water flow.
Typical applications include: roadside DOT
drainage channels, irrigation/agriculture
ditches, residential and commercial
site drainage, and landfill maintenance
and restoration projects. Whether your
project calls for a new installation, ditch
rehabilitation or temporary flow diversion,
SmartDitch comes in three sizes: 12” and
24” depth pre-formed channel sections,
and as an infinitely expandable SmartDitch
“MegaDitch” liner system for very large
channel, ditch and canal rehabilitation or
construction.
