On March 28, 2012, the HBA Board voted<br />

to dissolve the <strong>ACWA</strong>/HBA and transfer<br />

the health benefits program to JPIA.<br />

The purpose of this seminar is to bring<br />

everyone up to date with the status of the<br />

process, as well as provide information on<br />

the plans and expectations to follow. It will<br />

also provide an opportunity for members<br />

to ask questions and provide input as the<br />

JPIA assumes responsibility for this very<br />

important program, particularly in light<br />

of upcoming legislative changes to the<br />

health care system in the United States.<br />

Take A new look”<br />

This course will take a “new look” at the<br />

issue of sexual harassment, particularly<br />

in light of new protected classes,<br />

technological advances, acceptable<br />

workplace behavior, and the age-old<br />

issue of respect for anyone associated<br />

with your district’s business. Other points<br />

covered by this course are understanding<br />

the California and federal sexual<br />

harassment laws, recognizing early signs<br />

of sexual harassment, and maintaining<br />

open communication in a respectful<br />

environment. By equipping management<br />

and board members with the knowledge<br />

they need to prevent and respond to<br />

harassment situations, this course<br />

helps to prevent and eliminate sexual<br />

harassment in the workplace.<br />

Governments everywhere are struggling<br />

with the rising costs of retirement and<br />

pension benefits. Most governments that<br />

are tackling the issue are adopting a<br />

second-tier with a lower benefit formula<br />

for future employees. History shows<br />

when financial times are good, employee<br />

groups successfully exert pressure to<br />

collapse the second tier back into the<br />

primary tier. Proposed GASB pension<br />

accounting changes further exacerbate<br />

on water rates: why Have They<br />

Increased so much?”<br />

Panelists will reveal how they are dealing<br />

with the CIP and O&M changes that have<br />

occurred over the past 25 years or so. The<br />

backbone of systems that agencies use,<br />

were developed mainly through non-rate<br />

revenue (such as grants, federal ER mark<br />

or property tax). Some systems were<br />

primarily with system costs smoothed over<br />

decades through the use of low-cost, taxexempt<br />

borrowing. Some systems were<br />

developed over 30 years ago and the<br />

useful life of the system is coming to an<br />

end. As a result, rates must now bear this<br />

burden. Higher regulatory costs for both<br />

the quality of the water and the quantity<br />

available add to the cost. Per capita water<br />

consumption has fallen significantly over<br />

the 30 years. In the past, population<br />

growth rates have been able to mask the<br />

decreases due to reductions in per capita<br />

water consumption; however, with the<br />

current housing market, the growth rate<br />

has not been able to compensate for this<br />

decline. The panelists will provide insight<br />

to how they are managing these issues.<br />

Agency ready? Developing an Effective<br />

salt/nutrient management plan”<br />

In 2009, the State Water Resources<br />

Control Board issued their Recycled Water<br />

Policy, designed to increase the beneficial<br />

use of recycled water from municipal<br />

wastewater sources in California. As part of<br />

the policy, the Board added a requirement<br />

that a salt/nutrient management plan be<br />

developed for each groundwater basin<br />

and sub-basin by 2014. Many agencies<br />

and stakeholder groups have begun<br />

crafting these plans, but many have yet<br />

to begin the process, and time is of the<br />

essence. Agencies in various stages of<br />

plan development will discuss how they<br />

are approaching the requirement and will<br />

offer tips for managers who need to start<br />

planning to meet the deadline.<br />

“nitrates in Groundwater: How Can the<br />

problem be solved?”<br />

Nitrate contamination in groundwater<br />

basins is an issue that has plagued many<br />

parts of California for decades, including<br />

small and disadvantaged communities<br />

that are often served by private wells or<br />

lack adequate infrastructure and the ability<br />

to pay for treatment. While characterizing<br />

the sources in each area can be<br />

challenging, finding effective solutions to<br />

the problem for those drinking the water<br />

has proven to be even more difficult.<br />

Experts will speak to attendees about<br />

the latest efforts to solve this complex<br />

issue, including recommendations<br />

from the recently released report by Dr.<br />

Thomas Harter on nitrates in the Tulare<br />

Lake Basin and Salinas Valley (per<br />

SBX2 1, Stat. 2008), the role of state<br />

and regional regulatory agencies, how<br />

public water systems can assist in the<br />

effort, and environmental organizations’<br />

long-term work to advocate on behalf<br />

of communities affected by nitrate<br />

contamination.<br />

It is estimated the commercial, industrial<br />

& institutional (CII) sector consumes<br />

approximately 30 percent, or roughly<br />

2.6 million acre feet (MAF), of the total<br />

urban water use in California. The Water<br />

Conservation Act of 2009 (SBX7 7) directs<br />

the Department of Water Resources to<br />

work with the California Urban Water<br />

Conservation Council (CUWCC) and<br />

a state task force to produce a report<br />

to the Legislature documenting best<br />

management practices for the CII sector.<br />

anticipated future reductions in water<br />
