ACTIVITIES 4-WHEEL DRIVING
NON-RESIDENT PERMITS Owners of UTVs, ATVs and non-street legal trail
motorcycles brought into Utah by non-residents must obtain a non-resident permit for
their machine. Some states offer reciprocity, meaning there is a mutual agreement
between states not to charge non-residents fees. For your state’s current status visit
stateparks.utah.gov/resources/off-highway-vehicles/ or call 801-538-RIDE.
To obtain a non-resident permit ($30 per machine – subject to change) please
visit one of the following locations. Remember to bring proof of residency
(driver’s license or other state issued identification) and proof of ownership
(title, current registration or bill of sale):
• Moab Information Center (Center and Main) 435-259-8825
• Dead Horse Point State Park (SR 313) 435-259-2614
• Mad Bro (1805 S Hwy 191) 435-259-6232
AGE & HELMET REQUIREMENTS No one under eight years of age is
allowed to operate any OHV on public lands, roads or trails in Utah. Operators 8-15
years of age may operate an OHV provided they possess an Education Certificate
issued by Utah State Parks and Recreation or equivalent from their home state.
Operators 16 years of age or older may operate an OHV if they possess either a
valid driver’s license or an approved OHV Education Certificate.
Although helmets are recommended for all OHV users, they are required for all OHV
operators and passengers under the age of 18 years. Helmets need to be properly
fastened and have at least a “DOT Approved” safety rating for motorized use.
For additional requirements visit stateparks.utah.gov/resources/off-highway-vehicles/
or call 801-538-RIDE.
STREET LEGAL ATVS & UTVS
We want you to have a fun and safe time while visiting Moab. Street-legal equipment
requirements largely parallel the safety equipment you expect to find on a traditional
motor vehicle. ATVs and UTVs are allowed to be operated on paved roads, streets and
highways in the Moab area when the vehicles are:
• Properly registered as street-legal.
• Properly insured for highway use.
• Comply with all of the Utah street-legal equipment requirements shown below.
Moab is a MUST VISIT
DESTINATION for those who love
OFF-ROAD ADVENTURES.
If your ATV/UTV does not meet these requirements, it must be
transported to and from the trailhead.
