White Paper for Culture | 22
Goal 5:
A place of
growth
Being a leading
creative
industries cluster
Areas
Investment
4.2
for
This Goal will be set out in the refresh
of the Cornwall and Isles of Scilly LEP’s
Strategic Economic Plan
Initially in spring 2016 the LEP is seeking to appoint a
research consultancy to complete a combination of
quantitative and qualitative research to identify the
following:
• The number of jobs currently provided by the
creative industries in Cornwall and the Isles of
Scilly;
• Opportunities for growth in the creative
industries in Cornwall and the Isles of Scilly;
• Barriers to growth in the creative industries in
Cornwall and the Isles of Scilly;
• Specific sub sectors or clusters with high growth
potential;
• The relationship between the region’s cultural
infrastructure and the creative economy;
• The wider role of creativity in business across the
region’s economy;
• The performance and potential of existing
creative clusters in the region.
The research undertaken will inform the LEP’s
investment priorities and should include
recommendations for future LEP activity in relation
to the creative economy. Researchers will therefore
need to take into account the LEP’s existing strategic
priorities and investment frameworks.
The LEP is also interested in the role of freelancers
and microbusinesses in the creative economy and
expect that the appointed consultancy will include
reference to both in their methodology.
• Alongside this investment opportunities exist to
support this goal via ACE’s Creative Local Growth
Fund and the Creative Industries ERDF and ESF
calls within the EU Growth Programme.
• Falmouth University has delivered its pilot
Launchpad Programme an innovative
graduate programme designed to place
talented graduates in teams that incubate into
incorporated, investible companies, which are
headquartered in Cornwall. Supported by the
European Regional Development Fund, and the
Higher Education Funding Council through the
Catalyst programme, the pilot year offered paid
opportunities to create the next generation of
digital games companies. Graduates worked on
a new start-up with business support, mentoring
and applied boot camp training, to leave as a
director in a viable, sustainable business.
In order to achieve our goals in Cornwall we have
taken a steer from the Warwick Commission, NESTA,
the Creative Industries Council and the Creative
Industries Federation as well as using our own
evidence base to identify four areas of investment
which will help us achieve our ambitions...
