trainer licensed at those kennels while the improvements required to bring the kennels up to standard were carried out. The supply of greyhounds for Kinsley Stadium racing by Mr Carrington had never actually stopped. The improvements had been completed by the end of May 2016. The Committee heard that Mr Carrington had been found in breach of Rule 174 (iv) on a previous occasion in 2010. Mr Carrington explained that this was when he had taken greyhounds that had been due to race at Kinsley Stadium into his kennels when they had been abandoned by their trainer who had “walked away” from the kennels where they had been kept. His breach of Rule 174 had been to allow greyhounds to remain entered to race at Kinsley Stadium when he knew they were not being kept at the kennels from which their trainer was licensed to race them. Regarding the penalty that should be imposed on Mr Carrington for his admitted breaches of Rules 9 (i) and 174 (iv), the Committee accepted that Mr Carrington had found himself in a difficult situation in December 2015. He genuinely and probably rightly believed that he could not afford to carry on his operation - training active greyhounds but also keeping and caring for injured and retired dogs - on his earnings as a professional greyhound trainer attached to Kinsley Stadium if he had to pay the increased rent being asked to keep the kennels at Lowgate that the landlord wanted to redevelop as a business unit. The Committee accepted that the scheme that Mr Carrington embarked on – to have his son licensed to race as the professional trainer racing from the remaining Lowgate kennels and himself licensed as greyhound trainer racing from the kennels at his home - was not motivated by a desire to save costs for the sake of it or to increase profits. It was a rescue scheme by which he hoped to save his greyhound training operation, and not only for his sake: the “Carrington family” operation also included and employed his son Andrew and his granddaughter Nicole Jobling. The Committee also accepted that Mr Carrington had been genuinely concerned for the welfare of the greyhounds in his charge, both active and retired, and feared that they would suffer if the Carrington family greyhound business could not continue. However, it was a scheme that depended on deceiving Kinsley Stadium while it was carried into effect. Mr Carrington was also undoubtedly fully aware that what he was hiding from Kinsley Stadium was a breach of the rules. He had already been disciplined by the GBGB for being involved in greyhounds being entered to race at Kinsley Stadium when they were disqualified because they were not being kept at the kennels from which their trainer was licensed to race them. It was also the case that, having embarked on the scheme, Mr Carrington did not actually put it into effect. Until the deception was detected, nothing was done to get Andrew Carrington licensed to train at Lowgate or to re-licence Mr Carrington at the Skellow kennels or to make any improvements to the substandard kennels at Skellow. The Committee recognised that Mr Carrington was throughout suffering from serious and debilitating health problems, which continued. However, whatever Mr Carrington’s good intentions, it seemed likely that the deception would have gone on indefinitely if it had not been detected. The Committee noted that Kinsley Stadium had stood by Mr Carrington, to the extent of giving very considerable financial assistance which hopefully meant that there were now two, properly-run and sustainable greyhound training operations at Mr Andrew Carrington’s Lowgate kennels and at Carrington’s kennels at Skellow. Nevertheless, however good Steven Carrington’s intentions and whatever the attitude of Kinsley Stadium, the Committee considered these to have been serious and deliberate breaches by Mr Carrington of crucially important rules, namely Rule 9 (i) and 174 (iv), aimed at safeguarding the welfare of greyhounds and protecting the public. The Committee found that by his conduct in breach of those rules, Mr Carrington acted in a manner prejudicial to the integrity, proper conduct and reputation of Greyhound racing so as to be in breach of both Rule 152 (i) and Rule 152 (ii). The Committee ordered that Mr Carrington be severely reprimanded and pay a fine of £500. LOCAL INQUIRIES 1 Doncaster Stadium – BURNFOOTPOLLYANA At a local inquiry held by the Area Stipendiary Steward on 19 November 2016, greyhound trainer Mr D Golightly’s explanation was accepted in respect of the improved performance of the greyhound BURNFOOTPOLLYANA at Doncaster Stadium on 24 September 2016. Opening at 3/1 and starting at 7/2, the greyhound had won a 450m race recording a calculated time of 27.94 seconds as compared with its best recent time of 28.69 seconds recorded in a trial on 3 September 2016. 2 Doncaster Stadium – FAHERAN MELODY At a local inquiry held by the Area Stipendiary Steward on 19 November 2016, greyhound trainer Mr MS McManus’s explanation was accepted in respect of the improved performance of the greyhound FAHERAN MELODY at Doncaster Stadium on 9 September 2016. Opening at 3/1 and starting at 7/2, the greyhound had won a 450m race recording a calculated time of 28.48 seconds as compared with its best recent time of 28.93 seconds recorded in a trial on 3 September 2016. 3 Doncaster Stadium – FIONN BOUND At a local inquiry held by the Area Stipendiary Steward on 19 November 2016, greyhound trainer Mr P Prior’s explanation was accepted in respect of the improved performance of the greyhound FIONN BOUND at Doncaster Stadium on 10 September 2016. Opening and starting at 4/6F, the greyhound had won a 483m race recording a calculated time of 30.29 seconds as compared with its best recent time of 30.93 seconds recorded in a trial on 3 September 2016. 4 Doncaster Stadium – KELSEYS FOX At a local inquiry held by the Area Stipendiary Steward on 19 November 2016, greyhound trainer Mr P Prior’s explanation was accepted in respect of the improved performance of the greyhound KELAEYS FOX at Doncaster Stadium on 24 September 2016. Opening and starting at 7/4F, the greyhound had won a 483m race recording a calculated time of 29.77 seconds as compared with its best recent time of 30.40 seconds recorded in a race on 17 September 2016. 5 Hall Green Stadium – BALLYMAC MOHANE At a local inquiry held by the Area Stipendiary Steward on 30 November 6 VOL 9 NO 1 13 JANUARY 2017
2016, professional trainer Mr GB Ballentine was reprimanded for a breach of Rule 49(iv) &152(i) in respect of the improved performance of the greyhound BALLYMAC MOHANE at Hall Green Stadium on 3 September 2016; and his failure to use his best endeavours to ensure that the performance of the greyhound was to the satisfaction of the Stewards. Opening at 5/2 and starting at 9/2, the greyhound had won a 480m race recording a calculated time of 29.20 seconds as compared with its best recent time of 29.75 seconds recorded in a trial on 19 August 2016. 6 Newcastle Stadium – UNKNOWN ROAD At a local inquiry held by the Area Stipendiary Steward on 13 December 2016, the Racecourse Executive at Newcastle Stadium was cautioned and fined £300 for a breach of Rule 102(A) & 152(i) in that they failed to prioritise the treatment of the greyhound UNKNOWN ROAD, after the greyhound had sustained a minor injury in a race at Newcastle Stadium on 15 October 2016. At the same inquiry, professional trainer Mrs D Calvert was cautioned and fined £150 for a breach of Rule 2 &152(i) for the same reasons. In reaching his decision the Area Stipendiary Steward took into consideration the new procedures put in place at both the Track and trainer’s kennels to prevent this from happening again. 7 Nottingham Stadium – DOUBLE DAY JACK At a local inquiry held by the Area Stipendiary Steward on 12 December 2016, professional trainer Miss A Thompson was cautioned for a breach of Rule 49(iv) after her greyhound DOUBLE DAY JACK had vomited in the kennels following its trial at Nottingham Stadium on 26 November 2016; and her failure to use hers best endeavours to ensure that the performance of the greyhound was to the satisfaction of the Stewards. In reaching her decision the Area Stipendiary Steward took into consideration the fact that Miss Thompson had changed her feeding routine on race and trial days, to prevent this from happening again. 8 Perry Barr Stadium – KILLACOLLA LUCKY At a local inquiry held by the Area Stipendiary Steward on 12 December 2016, greyhound trainer Mr RA Morris was cautioned for a breach of Rule 49(iv),152(i) &216 in respect of the improved performance of the greyhound KILLACOLLA LUCKY at Perry Barr Stadium on 21 October 2016; and his failure to use his best endeavours to ensure that the performance of the greyhound was to the satisfaction of the Stewards. Opening and starting at 5/2, the greyhound had won a 480m race recording a calculated time of 28.87 seconds as compared with its best recent time of 29.14 seconds recorded in a trial on 22 July 2016. 9 Sheffield Stadium – KARLOW BLITZ At a local inquiry held by the Area Stipendiary Steward on 1 December 2016, professional trainer Mr C Hopkins’s explanation was accepted in respect of the improved performance of the greyhound KARLOW BLITZ at Sheffield Stadium on 13 September 2016. Opening and starting at 9/4, the greyhound had won a 500m race recording a calculated time of 29.43 seconds as compared with its best recent time of 30.04 seconds recorded in a race on 9 September 2016. 10 Sheffield Stadium – SLANEYSIDE BINGO At a local inquiry held by the Area Stipendiary Steward on 1 December 2016, professional trainer Mrs ET Parker was fined £150 for a breach of Rule 49(iv) in respect of the improved performance of the greyhound SLANEYSIDE BINGO at Sheffield Stadium on 8 September 2016; and her failure to use her best endeavours to ensure that the performance of the greyhound was to the satisfaction of the Stewards. Opening and starting at 3/1, the greyhound had won a 500m race recording a calculated time of 29.03 seconds as compared with its best recent time of 29.77 seconds recorded in a race on 1 September 2016. 11 Sunderland Stadium – SPORTING PRINCE and BALMORAL JACK At a local inquiry held by the Area Stipendiary Steward on 13 December 2016, the Racecourse Executive at Sunderland Stadium was cautioned for a breach of Rule 48 in respect of the greyhound SPORTING PRINCE running in a graded race at Sunderland Stadium on 22 October 2016 and BALMORAL JACK running in a graded race on 11 November 2016 when not qualified to do so. In reaching his decision the Area Stipendiary Steward took into consideration the new procedure put in place to prevent this from happening again.
