generation, build<strong>in</strong>g new civil-society coalitions on the local level, and sell<strong>in</strong>g the reform<br />

strategically to the media. In the case of the second reform, she received the support of the<br />

states, an important veto player, by <strong>in</strong>clud<strong>in</strong>g them <strong>in</strong> the debates early on and promis<strong>in</strong>g<br />

substantial aid for the expansion of childcare. Thus the <strong>Family</strong> M<strong>in</strong>ister grasped the<br />

opportunity of the hour. Her strategic actions, i.e. her political leadership qualities, pushed<br />

forward reforms that changed both the face of conservative family policy and the shape of<br />

<strong>German</strong>y as a conservative welfare state. She played the right and left w<strong>in</strong>g of her party<br />

aga<strong>in</strong>st each other when necessary and won out <strong>in</strong> the end.<br />

Events connected to these reforms allow us to observe a certa<strong>in</strong> <strong>in</strong>ternal corrosion of<br />

conservatism <strong>in</strong> <strong>German</strong>y: parts of the Catholic Church and the more traditional men <strong>in</strong> the<br />

CDU and CSU ended up on one side of the divide. Conservatives of the middle, female party<br />

members, the Social Democrats, many employers, and the majority of voters were on the<br />

other side of the debate. The agreement of various groups and positions on this issue is an<br />

example of a value-coalition and of bridge build<strong>in</strong>g between different class <strong>in</strong>terests, each of<br />

which are seen as characteristic for the politics of new social risks (Bonoli 2005; Häusermann<br />

2006). A grand coalition seems to have fostered this k<strong>in</strong>d of alliance build<strong>in</strong>g and so it is<br />

possible that this causal cha<strong>in</strong> may be an anomaly. Indeed, the coalition ended <strong>in</strong> 2009 with<br />

the election of a new CDU-Free Democrats government, whose politics po<strong>in</strong>t <strong>in</strong>to a neo-liberal<br />

direction. Importantly, recent cuts <strong>in</strong> social spend<strong>in</strong>g <strong>in</strong> the wake of the global f<strong>in</strong>ancial crisis<br />

threaten to underm<strong>in</strong>e the carefully developed discourse on the new family policy and on<br />

plans for its future expansion. xv<br />

Institutional theories, like the veto player approach, cannot by themselves expla<strong>in</strong> the<br />

significant reforms <strong>in</strong> <strong>German</strong>y. The conditions under a grand coalition were necessary but not<br />

sufficient to produce such broad changes. Even if the government held a majority <strong>in</strong> both<br />

chambers, there were other significant fissures, especially on the right w<strong>in</strong>g of the govern<strong>in</strong>g<br />

coalition and between the federal government and states. In addition, conflict-theory and<br />

<strong>in</strong>terest-theory may expla<strong>in</strong> the shift<strong>in</strong>g views of the employers and the decisive role of <strong>Family</strong><br />

M<strong>in</strong>ister von der Leyen, but these factors still do not offer comprehensive causation. We argue<br />

here that <strong>in</strong>clud<strong>in</strong>g the concept of political leadership produces a more comprehensive<br />

explanation, and that a full explanation is not possible without focus<strong>in</strong>g on the critical<br />
