About Upturn<br />
UPTURN is a team of technologists based in Washington DC. Upturn works alongside social<br />
sector organizations to shape the impact of new technologies on people’s lives.<br />
About the Authors<br />
Aaron RIEKE is a Principal at Upturn. Aaron works closely with major civil rights and consumer<br />
groups. Before joining Upturn, Aaron served as an attorney with Federal Trade Commission<br />
(FTC), where he focused on privacy and data security, and as a Ron Plesser Fellow with the<br />
Center for Democracy & Technology (CDT). Aaron earned his JD at Berkeley Law.<br />
David ROBINSON is a Principal at Upturn. David leads the firm’s work on automated decisions<br />
in the criminal justice system, and recently developed a coalition statement and research report<br />
on the civil rights impact of “predictive policing” products. His other areas of focus include<br />
broadband privacy, gig economy issues, and Internet Freedom. David holds a JD from Yale Law<br />
School and is a Visiting Fellow of its Information Society Project.<br />
Harlan YU is a principal at Upturn. Recently, Harlan has been working closely with major<br />
civil rights organizations to examine law enforcement’s use of body-worn cameras and other<br />
emerging police technologies. Harlan holds a Ph.D. in computer science from Princeton<br />
University and has extensive experience working at the intersection of technology and policy.<br />
He has worked at Google in both engineering and public policy roles, at the Electronic Frontier<br />
Foundation as a technologist, and at the U.S. Department of Labor.<br />
