From the State Coordinator Welcome to the Autumn issue of <strong>Watch</strong> on <strong>SA</strong>. This is our first edition for 2017 which promises to be an exciting year for Neighbourhood <strong>Watch</strong>. In November 2016 we celebrated the Neighbourhood <strong>Watch</strong> Awards Ceremony and Annual General Meeting. Congratulations to Ben Williams, Whyalla Neighbourhood <strong>Watch</strong> who was awarded ‘<strong>Watch</strong>er of Year’ and to all the other volunteers who were recognised with awards on the day. You can read more about the day and see the list of award recipients on pages 6-7. The Neighbourhood <strong>Watch</strong> Facebook page continues to attract new followers with our messaging reaching new and diverse members of the community. Members from the State Community Engagement Section continue to process volunteers through the Police Volunteer Program as well as our continued work regarding the reinvigoration of Neighbourhood <strong>Watch</strong>. We are looking forward to the new website starting soon. This is the next stage of the Neighbourhood <strong>Watch</strong> Reinvigoration Project. Thank you to all the volunteers who assisted with the Australia Day Parade. This is an event that our volunteers continue to support each year. We have ‘turned the page’ on our calendars to 2017. Some of the New Year resolutions may already be outdated; others are still to be formed. The new Board of Management of the <strong>NHW</strong> Volunteers Association has been ‘turning the page’ in a planning meeting with <strong>SA</strong>POL officers. I am excited about plans for the Neighbourhood <strong>Watch</strong> movement in 2017. Planning for a safe and connected community in our time is both challenging and rewarding. Providing resources and encouragement for local people to be local contributors to safe and connected local communities, is a priority for the Board. The online and face-to-face groups will continue to be the focus for the Neighbourhood <strong>Watch</strong> presence in the community. There are many opportunities for us to also partner with others on this journey. Neighbour Day on March 26 is one of these, as is Harmony Day on March 21 which has the theme of ‘everyone belongs’. Check the web for further information. There has been real progress in developing an up-to-date listing of local <strong>NHW</strong> leaders and we will be able to communicate more effectively and regularly than in the past. May you find contributing to a safe and connected community a joy and privilege in 2017. The new <strong>SA</strong>POL District Policing Model The Commissioner of Police Grant Stevens recently outlined the future of policing in metropolitan Adelaide, detailing an unfolding picture of reform over the next four years. “I am proud to detail this organisational reform package,” he said. “This ongoing work – which includes the new District Policing Model (DPM) for metropolitan Adelaide – provides a clear roadmap for <strong>SA</strong> Police (<strong>SA</strong>POL) moving forward, detailing our plans in relation to our people, operations and technology. “These three separate drivers form the basis of the <strong>SA</strong>POL 2020 vision which will ensure better service, productivity and efficiency. “In particular the new DPM has been the subject of extensive consultation with <strong>SA</strong>POL staff – both sworn and unsworn – before being outlined to the community. “This operational reform will see the current six metropolitan Local Service Areas merging into four districts, realigning the boundaries to equalise demand. “These districts will have response teams – responsible for 24/7 response to public calls for urgent assistance. “Complementing them will be District Policing Teams. These will be allocated specific suburbs and will have a focus on reducing crime, preventing victimisation and building relationships with the community. “In much the same way as the highly successful Neighbourhood Policing Teams have worked in some trial areas in Adelaide, this will link a specific team of police with each suburb. “The teams have a problem-solving approach to local issues of crime, working closely with victims, providing appropriate police attention to recidivist offenders and actively engaging other agency, non-government organisation or community group input to local issues. “However, they will not be acting alone, they will be fully supported by frontline police officers working in response teams, and a full range of other police services – including CIB, dog operations, intelligence, traffic, mounted operations, water operations, crime scene specialists. “Centralisation of some functions such as crime assessing will not only assist metropolitan operations but will also improve support to our regional areas. “And underpinning all this is <strong>SA</strong>POL’s staged approach to rolling out new technologies – computer, video, facial recognition and digital tools – and our workforce development.” Commissioner Stevens said the community have already seen some of the changes since he took over the top job in July 2015 – there have been reforms to areas such as traffic and crime scene investigation along with a greater focus on the prevention of domestic and family violence. “This is not change for change’s sake,” he said. “<strong>SA</strong>POL introduced Local Service Areas in 1998 and times have changed - the community has changed; technology, particularly around communications and record keeping, has changed; and it’s time for us to change too. “Rugged mobile devices, smartphones, apps, facial recognition, portable fingerprint scanners and body worn video are all as much a part of this reform program as the reform of six L<strong>SA</strong> into four Districts.” The public are invited to read the document District Policing: a more visible, responsive police service for metropolitan Adelaide which is avaliable on the <strong>SA</strong>POL website, and to read more about the District Policing Model and <strong>SA</strong>POL 2020—The Roadmap by visiting www.police.sa.gov.au Northern Metro District Eastern Metro District Western Metro District Southern Metro District 3
